The US Navy War College just published a great article on the development of the French Navy before 1914.   It's a fascinating analysis of the interaction between technology, strategy, and politics and how hard it is to balance all three and procure effective ships for a Navy.  It is academic, so be forewarned.  But the research is impeccable, and it has superb footnoting on sources.  (In fact some of the comments in the footnotes are really enlightening).

It's a great narrative on how the French Navy developed a Navy ill-suited to conditions in WWI.

There is alot in this article that could applied to US procurement and weapons development today.

I've read quite a bit about this subject before, it's quite interesting. This article is great, though, it goes more in depth and further back than what I've read up to this point!
