Even the ships with the most vulnerable magazines (certain light cruisers with magazine spaces close to the outer hull like Omaha and certain DD's with large magazines between multiple turrets like Gaede) still get detonated in less than 3% of their matches. And even then half the time you get detonated when you're low on hitpoints, under fire and were about to die anyway. You can use them as an insurance policy against getting unlucky in ranked or clan battles where there's actually a penalty for losing, but I don't think there's much point in allocating them to any ships for random. There's never any way to know for sure if the flag prevented a detonation, but it's a very safe bet that it doesn't do anything more than 95% of the time.
