Is the recent update for the Giulio a nerf or buff? I cant tell... (Reduced arming threshold for AP main gun shells to 53mm and for AP shells from secondary battery to 20mm)

It requires less armor now to arm the shells. Therefore overpens. It is a small buff.

Others already answered, but they "why" is that the mm numbers being quoted are how much armor needs to be penetrated in order for the fuse in your shell to detonate the round.  The lower the arming threshold, the less often you'll see over-penetrations (and therefore, the more often you'll see big damage numbers from your AP hits).  So yes, it is a buff.

Got it in a NY gift box.  With the Raid and Cape things going on, haven't played with it at all.
