USN cruisers aren't half bad considering you could get a free tier 8 by simply grinding through cleveland. My experience is that IJ cruisers up to tier 6 are decent although the turrets turn slow and they are more aigle than USN cruisers. USN cruisers are head on and hide behind islands types whereas IJn can play from a good distance due to good concealment. Ijn is fun due to having torps as a good defensive weapon to protect if a surprise dd shows up. USN cruisers have good AA guns which will become important when the CV rebalance happens in 2018. Overall I like my USN better at killing torpedo bombers.

DD: probably USN

CL/CA: depends on tier

BB: don't know, probably USN because thicker armour, but IJN will help teach you angling

CV: USN have less squadrons to micromanage but IJN carriers are usually considered to be superior at almost every tier

Upgrade your guns as quickly as possible.  Pour your commander points into skills which increase your survivability and gun power.  Purchase component upgrades which do the same, plus those which upgrade your rudder.  Attach speed signal flag and increase fire chance signal flags.  Buy premium speed boosts, don't worry about premium smoke (until T8+).  Do not waste points or credits on concealment.

Tear around the map doing mach schnitzel and shoot everything you see from as far away as possible.  Avoid confined areas of the map unless you are actively hunting a single enemy (IJN) DD.  Stick to the open water and keep many friendlies nearby, as they are easier to hit than you are and so the reds will shoot at them.  If you do end up at close range against a cruiser, switch to AP and citadel him as you run away.  Never sail in a straight line while firing, unless you are certain nobody is targeting you.  Don't try to create opportunities to use your torpedoes, let those opportunities come naturally--your guns are your primary weapons, and your secondary weapons, and your tertiary weapons...really, the torpedoes are just there for when you screw up & want to take somebody else down with you or when an enemy battleship decides to hug an island too close to you.  Fear nothing.  Replace your mouse regularly as the left button will wear out quickly with repeated Soviet DD use.

Most of the rules above aren't set in stone after you've hit T8, but by that point you should be experienced enough to figure out what to change & when.  Don't really know about the others.
