I'm currently on the Myoko and could be on the Mogami by the end of the day, I have 11 skill points to spend and want to know what exactly i should be going for on them as far as skills go. This is with the end goal being Zao of course

The tier 1 skill doesn’t matter much.  I usually go PM but some people also like PT better.  For tier 2, I have Adrenaline Rush.  Not sure how good it is, but it seems to work fine for me on Ibuki.  Now at tier 3, be sure to go with Superintendent.  This skill isn’t all that valuable on Mogami, but will be very valuable when you get to Ibuki and Zao which have heal charges.  At tier 4, go with Concealment Expert as the IJN cruisers can get quite stealthy.

Row 1: Priority target is most useful as especially T8 and 9 are extremely squishy 

 

Row 2: Adrenaline rush is always a good choice 

 

Row 3: I like demolition expert but superintendent is also viable for T9/10 

 

Row 4: concealment expert is most valuable as it makes you much more survivable

 

I also like expert marksman if you have some spare points

I would go with Priority target as your tier 1.

Adrenaline Rush for tier 2.

Probably Demo Expert or Superintendent for tier 3.  Whichever one you don't take, grab it once you get a 13 pt. captain.

Definitely take Concealment Expert for tier 4.  After that, it's up to you.  Some people like taking Expert Marksman for the faster turret traverse, but I don't think its a necessity.  There really aren't any necessary skills for a Zao outside Concealment Expert.

I think superintesuperintendent is superior to demolition expert because the IJN Fire chance is already quite high.  A third heal charge is quite powerful in comparison to the small increase in the number of fires started.

disclaimer: I run my Ibuki with a 13 point captain with both skills, so I do still think DE is valuable.

Yes both choices are viable I would say. Plus you get an additional one with the premium consumables.

Remember, that the 155mm-armed Mogami really should have IFHE+DE on it. So you'll probably want a dedicated captain just for that ship. 

Otherwise, for the most versatility to the 203mm Mogami, Ibuki, and Zao, do it in this order:

  1. PT - it's a must-have, because you're so squishy and you NEED to know who's aiming at you so you can bug out.
  2. EM - the turret rotations on stuff are just terrible, and you really should have it for everything
  3. SI - the extra Heal is really needed, and the rest are useful too, especially the extra DAA.
  4. CE - this is a stealth cruiser line. Build for it.
  5. AR - since you'll be fighting under 50% health most of the time, take advantage of it.

Then you go optionals for the remaining 7 points:

  1. Add BFT or AFT if you always run Hydro, to give you better AA
  2. Vigilance if you find yourself being regularly torped
  3. DE if you think the current rather good fire chance could be even better.
  4. I'd go HA over BoS for those interested in damage mitigation.
  5. And some people really like RDF for DD hunting
  6. If you need a 1 point skill, then I'd pick DCCA over PM.

My current Zao captain has this skills, grinding the last point atm. I might put into expert loader, both Zao HE and AP are amazing. 

 

This build works fine with all IJN cruisers from T5 onwards with the exception of 155mm Mogami (you want IFHE for this one).
