I’m looking to buy either the Atlanta, Graf Spee,  Duca d’Aosta, or the  Dunkerque. I want a good trainer, but also a ship that could be used for ranked battles in the future (current season of tier 8 has premium ships out of my price range).

Any preferences on what would be better?

The Atlanta is a hard ship to play well but you really wouldn't go wrong with any of the others.

The best value now from WoWs are the santa crates. Players obtained lots of Premium Ships with the Mega Boxes deal.

You should also do the same. You can depending on the RNGodness, obtained doubloon, used that to purchase ships you want. Also, WoWs currently having a credit card buying doubloon on sale as well .. so it like 1 stone for 3 birds.
