Personally I wouldn't do it. It won't help with penetration hardly at all and it just lowers the already terrible fire chance even more.

I've heard its not worth it. but man the lack of penetration anyway and low fire chance is kinda bleh

At lower tiers it helps some, but by around tier 7 it's diminishing returns. At tier 10 it's worthless.

I looked into this last night. At least for higher tier DDs, 127 mm IFHE only helps in penetrating the fore and aft bows of cruisers. With only a couple of exceptions, everything else is either too thick for even IFHE to penetrate or can be penetrated by HE alone.

Not worth it. The cost for benefit is way too high, better off with SI, SE, TR.
