Not huge on the randomness, but if they’re guaranteed to equal or exceed the cost I guess I’ll go for it. What size should I buy? Is it better to go for the largest “Best Buy” bundle I can afford?

The one that gets WG the most money in their pockets. This is how they do all their sales of all their products.

To be fair, i wouldnt recomend to spend money on the crates, those guys on the forum you see that get a shitton of ships and stuff are the exeption, if you really want to spend money, purchase a ship, at least you know what you get.

So far it is seeming like just like last year, the $3 boxes are the best value at least if your looking for ships.  Every batch of boxes I have seen show both the $3 and $5  dropping about the same amount of ships.  The $5 however drops more gold, flags, camo and premium time so If those are important to you, I don't think you are going to go wrong with the $5 boxes.

The $1 boxes, again like last year, seem to be a little weak on value.  You can get the occasional ship from them but the other rewards which is what you will mostly get, are kinda weak.

My experience is this: for ships first and foremost,   $3 boxes are your best bet.

For ships and flags and camo and all mixed together, the $5 boxes are fine, as well.

$1 boxes have 'normal' flags, which nothing else has.  $3 and $5 have the pennants.

I bought 20 of each type of box.

The only one that never garnered me a ship was the 1$ type.

Results (in no particular order):

Ships: Mutsu, Gallant, Perth, Huang He, Duca D'Aosta

Gold: 18k.

180 Premium days.

Lots of flags, Free XP, and camp.

3$ and 5$ were most cost beneficial.

Edit: Bought a 5 back of 3$ crates. Giulio Cesare and De Grasse.

I don't really think this is the case especially since there are plenty of people saying that they are disappointed in what they have gotten.  Also what I found out from last year was that what you get out of it is directly proportional to what you put into it.  Basically buy enough boxes and you will end up with a positive net return.  The first $50 I spent last year was a massive disappointment.  Dollar $51 to $100 netted me over $250 in premium ships alone not including the value of flags, camos, premium time and gold.

Honestly the only issue with this lottery so to speak is that you can't pick the ships you want.  There are 13 ships in the list I don't own and of those 13, probably only 3-4 I actually would see myself playing on a regular basis so 9 of them that I could earn would be for "collectors" purposes only.  If your not ok with scoring ships for collectors purposes then yes, you probably are better off just buying a few ships at the current discounted rates.  However if you just want all the ships available, it is going to be a hell of alot cheaper to lotto for them, gaining bonus loot as you go, then buying them all straight up for cash, at least that is how it was last year.
