Those have had their walls broken down recently. If I'm not mistaken (someone jump in here who knows for sure) the ARP ships can use Japanese captains now. HSF Harekaze can train HSF and Japanese, while Graf Spee can train HSF and German. As far as I know they could do that from the beginning. I was out of the game for two months over the summer so the walls must have come down then.
