Personally the mission for get 2 floodings in a single battle is the hardest. Then again, I don't play my Z-23 much.

 

You'll need a decent AA build too. One missions requires 10 planes shot down (in any # of battles that day) and another might get me breaking out Taiho as it requires dropping 5 planes in a match I win.

You don't need to complete every mission to get the SC's.  You only need to complete 15 of the 20 to get the reward.
