How many dozens of these are required for 1 Surveillance Radar?

They really need a mission to get one of each of the modules for those who were not around for the "Clash of Elements" event or for those who did not participate. Another thing they could do is offer them as rewards for some of the campaign missions. They instead use the ones you can buy which is not very helpful.
