Please tell me have the rules regarding smoke changed as i find I'm constantly being killed in smoke with no planes nearby in a variety of tiers including those that dont have radar.  Please advise me.

Torps don't care about smoke.  Use of a spotter plane can provide a good estimation of your position if someone is watching for when you fire your guns.  Different ships get detected at different ranges in smoke when they fire their guns.  And there's also dumb blind luck that a stray or blind salvo will hit ya.

There are a number of possible reasons: A recent update did alter smoke firing detection (detailed below).

Alternatively ever since RN cruisers Spotter planes on Battleships have started to become more popular because the elevated firing view they provide gives a much easier angle to blind fire against a ship in smoke accurately. It is safe to say that as time has passed the number of Battleships employing blind fire tactics such as spotter planes and educated guesses based on nearby elements has increased and their skill/accuracy has also increased.

Additionally smoke still remains a massive torpedo magnet for any ship within torpedo range.

The more specific changes to detection radius when firing your guns in smoke in a recent update.

The old detection in smoke was 2km (or 3km with the TA module).

It should be noted you will be detected for the 20 second duration as per normal gun bloom if an enemy ship is in range. This detection is reciprocal, for example:

A Baltimore firing can be detected in a smoke screen from 7.18km away, if an enemy Des Moines not in smoke wandered within 7.18km, they would detect the Baltimore and if the DM opened fire the Balti would in turn detect the DM (assuming no other ships providing line of sight).

A Gearing however could wander within 7.18km and detect the Balti and open fire and the Balti wouldn't detect the Gearing until they were within 2.83km.

Apologies for the lack of parlance on some of the nations, I am not familiar with all of them.

Also without knowing what ships you are playing it is hard to offer more specific thoughts, you mention a variety of tiers but no mention of the ships played. Battleships for example generally can't smoke firing anymore, while Cruisers can but the risk is notably greater.

Killed how?  By torps?  by gun fire?  gun fire from which ships?   Can't really give an answer for  what your problem is  as your issue is too vague.  "Died in smoke" doesn't really give a lot to go on.   Tier you are playing?  If I had to guess you are spotted by either radar or Hydro.  (planes being out of the equation).

Planes and radar are not as important as.. Were you spotted? They implement Situation awareness for everyone.

If you were spotted and get killed. We can work on what spotted you. Yes, there's smoke change but it hard to explain in a few words. Generally BB and CA can be spot more easily in smoke now.

If you weren't spotted. I can only say experience player can kill unspotted people fairy well. Maybe you are spotted earlier, they fire and it touch you when you are not spotted.

Example fire blind into smoke at 2.00 minutes mark

Yeah, aside from every ship having a range it gets detected by firing when in smoke from the sea (airplanes CAN NOT spot you in smoke at last check because even AA fire spotting was removed a year or more ago), or just torp soup to smoke, a lot of us have trained to trace gunfire from smoke back to the source with or without a spotter, or if you were spotted even briefly to approximate where you are and going to be when our shells hit, especially when slowing down. Part of why I never really saw Belfast as "OP" with how many I've deleted while they sit thinking they are safe in smoke just from torp salvo's or tracing gun fire.
