Parody's of songs are not necessarily meant to mock, most are more of a tribute to the original. Take Weird Al's parodies for example. Weird Al is such a good singer and his band is full of such good musicians that almost all the singers that he has parodied love his work. Dylan did record the song in 1967, and it was eventually released, but I can't find it on YT.
