I can see this falling apart like many other PvE build-your-own style games like Robocraft or that one published by that other company that I won't give free advertising to; people come up with one build that beats all others and that becomes the meta, that's all anyone ever uses.
Otherwise, I'd been working on my own class of warship for a while now, the Rene Armand class

(Red turret was a proposed design but after a while I couldn't figure a way to fit it and it's ammo/shells between the engines without sacrificing protection. Ignore it and just see that as launches and other boats)

The cost to restock the ammo for that ship must be a nightmare.

Here's my ship, Marutuk, built in From the Depths.

 

12 x 19.7"/60 caliber primary guns

24 x 8"/50 secondary batteries

2 x 100mm gatling AA turrets

Can only go 20 kts

So the problem your not seeing is that the Hulls in the game limit the number of weapon emplacements, also nationalities would limit the type/caliber of armaments.   And no you could put 20-30 main gun mounts on any of the ships offered, LOL.

everyone would just use the same design bc if one design is better than the other, everyone would copy the better one.

Ship building is fun, but has no place in pvp games. However, I do suggest you get a PS2 and pick up a copy of Warship Gunner 2. Great fun.

While this might not work for the game, It would make a great Community event. I remember back in the day the forum hosted something like this were you were to build a ship and the top brass of the forum judges your design. It was great fun~
