CVs always used to operate in   taskforces.  Only mode that is similar is standard mode until they are balanced to match other ships strength.    I think CV match need to be  only in standard  mode to simulate this.     I actually think    elimination of CV should be a victory condition as well, but that may make the match too long.

Trust me, you don't want to encourage your DD's to forget objectives and spend way too much time trying to CV snipe at the start of the match.  It's already bad enough at some tiers.

Battleships only operated as the center of a task force also, yet they are unrestricted while CVs are.

 

Historically you NEVER EVER had 4-5 BBs sailing around with only a handful of escorting vessels.  If you saw that many BBs sailing together, s--t was about to hit the fan big time as they had escort sizes that would take up multiple WoWS teams.  But you often had numerous examples of very small, 1-2 BBs in groups that actually do fit WOWS team sizes.  If you want to play "realistic" BBs have to play into that too.  According to WoWS, there are more BBs built and sailed than there were Destroyers and Cruisers put together.
