Do you think the ship's final rear turret rotates a bit slower than the other turrets? If so, why? If not, well then it's my eyes playing tricks on me. But it "seems" when targeting one side then the other, that final turret takes it's good, sweet time moving.

Meh... probably my eyes, right...

Hmmm... I thought the same thing yesterday then decided I must be imaging it.

Consider that the 3rd turret can turn 360 degrees, the final turret cannot, so when changing sides through the front, the first 3 turrets can respond almost immediately, but the last one has to take the long way and will only be available after 18 seconds.

It takes 18 to do a 180. Usually the third gun is rotating beyond 180° so it's more than 18s. More like 20-23s for a full firing angle turn.

It's your eyes offending your senses. Pluck them out!

It's RNG that determines if you hit anyway...

I wondered that, too. I think it's just a visual trick being played on our eyes, though. It's coded to do it a certain way, and so it does, it just "feels" different. I actually get that feeling on most rear guns, which reinforces the thought it's just the eyes being screwy.
