Scenario did not load correctly

Tried to play new operation with Shchors, game showed all friendly ships stacked in upper-left corner, and countdown did not proceed below 0:54. Game sounds still worked, other players' chat was visible, and they reported things were working as normal. When I tried to control my ship, it sailed away from the camera. Exited to port successfully, but Exit Game from port failed repeatedly (pushing Yes closed dialog but port continued running; could attempt to exit again, but issue repeated).

Addendum: Priority Target captain skill does not seem to work in this scenario. Is that intentional?

PT doesn't work against bots. Don't know why, but it's that way on the live server.

Actually it works intermittently in scenarios. I'll see target numbers at times, but often it will not be showing anything, while I'm being targeted by a number of them.

This was my experience on the live server too. But I suppose I wouldn't be surprised to learn it was unreliable.
