Yes, because otherwise the fighters end up getting stomped since they're so weak.

Garbage at this point I am glad to have gotten a refund. Just go back to the original and remove AP bombs, lower the fighter tiers, done.

I play with it and against it. It crumbled under my AS Shokaku and when I played GZ 2 it really needed another fighter squadron but I did contest a cap with its secondary gun so that at least stayed.

3 fighters can kill 50% of my fighter loadout in a single pass.  Both GZ's have trash for fighters.  The number in the squad is impressive looking but that's it.

Did you pick up the captain skill to give your planes a bonus when mismatched against tier? GZ's fighters were also downtiered without changing their stats, so if you pick that skill up, since MM puts same tier CVs together, that should give your fighters a buff right? Since they'll be facing higher tier fighters all the time?

True, and I have, however none of this is applied during the magical "strafe".  A IJN carrier can engage with 1 squad of 4, strafe with a second squad of 4.  He loses 4 I lose 10=pretty much guaranteed win.

I was fighting a shokaku.  He had 2 squads of 4 fighters.  I'd strafe his torpedo bombers and his fighter squad would engage me.  10 v 4 should be a quick fight, it is not.  I'd be stuck long enough for his second squad of fighters to strafe through me.

is is just me or were some of the GZ skippers in the test behaving oddly?   2 or 3 times I had them just jut themselves right up into the incoming shells mid and get waxed. ....sorry totally irrelevant ...

I've been clearing 30 shoot downs a game with them. I think my record is 48 vs an Enterprise. So GZ fighters are fragile and lacking staying power, which is nothing new, but now they make up for it with amazing strafe and speed. The damage in the dogfight really isn't much better than the 5 aircraft squad you could get before, but strafe damage got at least doubled. So I honestly I don't see how people can say that the fighters are bad anymore. Sure they die if tag teamed but you have the tools to prevent that and any other fighter squad in the game will die in a 2 v 1 except for maybe Saipan V Kaga. But then the Saipan has to worry about running out of bullets like Graf Zeppelin.

First game GZ 1 vs Lexington Strike.  It was a slaughter as the other CV driver also grouped is planes in one mass so with a single strafe I got 4 squads mostly dead twice, 64 planes shot down that game.  Half their team flooded their own ships crying about OP when it was really a bad player in a bad loadout (no fighter strike CV).  My damage was acceptable, 78k, but the tears flowed their also because I got 3 kills due to fires.  It wasn't too bad, but then again I had no competition at all.

Second game, GZ 2, vs strike Shokaku 2-2-2.  Tier 10 game made it poor as bombers mostly got shredded even if I got by fighters.  Weakness is having all fighters in one group, I either was vulnerable defending my CV or my strike planes were unprotected.

Once again, I believe the existing strafe mechanic is detrimental to the game, in balance, realism and effect.  Strafe should be a means for fighters to attack ships at cost of their ammo for attacking aircraft.  Thus, most carriers could harass DDs effectively with fighters (fires and damage, DDs had almost no armor), damage cruisers and reduce the AA on BBs & CAs.
