The most I've gotten was 4 stars because we didn't kill the CV. I even sailed deep into the filth and put 5 full spreads of torps in it before the match ended, but that wasn't enough. Sometimes it just stays hidden in the filth and nobody kills it, and sometimes it rushes out into the battle, where I'll usually kill it via ram if I'm in the BB. How do you bait this ship out though?

You don't have to, just go in after it if it's being chicken. DDs can survive indefinitely in the filth, cruisers can only die to burst between cooldowns (which neither the filth nor the CV can do), and battleships have extremely long heals plus the shield so they take no damage from the actual ramming maneuver.

The real trick is having the other players on your team not lose in the meantime.

You can send a single cruiser after the Gorgon, and it'll do just fine killing it.  As Edgecase said, the trick is having the rest of the team not die in the process.

It's come out of the filth of its own accord almost every time i've played.
I don't recall a game where killing it has ever been a challenge.

It's programmed to come out after you, but because the AI makes at least marginal effort to maneuver in response to players' actions (and other enemy ships' random spawns), both Rasputin and the CV sometimes get stuck or sidetracked before they make it to the edge of the filth.

In one particularly annoying round, Rasputin beached himself on the back side of the first tower island and stayed there for the rest of the game. In another, Great Gorgon decided to hang out at the portal instead of moving forward almost at all.

Rasputin I've taken out near every time I've run it.  Trick is to just drop everything else, focus on him.  If you're in a cruiser pop the heal, lessen the angle and slam the AP into him.  I've only taken out Gorgon maybe once or twice.  Last time was when I was in a carrier doing a fighting retreat trying to just get one or two stars (only myself and a Cruiser left alive).  And Gorgon came flying out of the filth at what seemed like 60-70 knots closing on the last tower FAST.  Don't know if it has a high top speed or a speed boost special but he was almost outrunning my Torp spreads (Specced Torpedo Acceleration on them, that's just too much fun as well)

Cruiser kills the Gorgon properly, use the ROF cooldown, set four fires across the carrier, then AP at max thumb speed until the fires go out, lather, rinse, repeat. 

 

If you have a decent carrier driver, the rest of the team should survive. if not, then try again.

DDs are harder-pressed to survive if they run into a Varg or Scarab while in the filth since save for CV's team heal and filthy engine boost, they die easily.

 

I've done it in cruiser. Issm pointed out a BB can charge and use immunity shield to get an easy ram kill on Gorgon, if he stays in the filth.
