Game Art question, how to paint the bump or specular map for a model?

I'm working on my own Iowa(1991 version)'s mesh for my portfolio . The mesh is like this.


When I try to refer to WOWS models I'm looking at its specular and bump map effects.

You see in these image we can clearly see the bumpy effect and shinny effect of the front part of the port side.



so I wonder what is the best way to create that bumpy metal plates effect? Can we just use brushes in photoshop to do that? I don't have an E paint kit...

I tired to use substance painter but it cannot provide perfect symmetry result for each side.
