HDMI Screen resolution sizing issue

I've been having trouble adjusting my screen resolution in fullscreen mode. Everything is fine when it is in the stock 1920 x 1080 resolution. But when I try any other resolution, the scaling is zoomed in.

I have played around with my Radeon settings and nothing seems to work. I have my PC connected to my TV via HDMI, so the scaling was naturally off, like most instances when you connect to a tv. I have the scaling at 4%, which brings everything to scale for my tv. But it doesn't seem to effect the game in any resolution other than 1920 x 1080. 

I'm not sure if it is something to do with my graphics card, my tv, or the game itself?

If your TV is a 1080 then 1920 X 1080 is what you use. I didn't have to set anything on my TV.

I use the gpu scaling tool built into Radeon Settings. I have a 50 inch screen, so it took some work. HOWEVER, I, too have the issue you do with any res other than the native 1920x1080. It didn't used to be this way, it's something in the graphical changes a few patches back, like around the middle of May, start of June. That's when I started having the issue, Radeon and the game both updated, and boom. Nothing since has been able to fix it. I just leave it at native res now. Fortunately, I have the luxury of doing it now, I didnt back then, and it was annoying a/f.
