The Tier I Cruisers have AA but what purpose do they serve?  Near as I can tell they are only cosmetic.

Um... fail diving and seeing a Katori?

Also, training rooms, but those aren't exactly actual battles.

Because those ships had AA in real life is the reason. Plus it keeps all the ships the same in that regard, instead of suddenly giving ships AA only when they get high enough tier to face CV's.

While on the topic how does one activate/fire AA at aircraft? 

 

I'm guessing there is a keystroke in Settings that changes firing modalities like from Main Artillery to Torps so that in theory (higher tiers) you could be switching from Main Artillery to AA to Torps and back again.

 

Once AA is activated you use the cursor to aim and fire at Aircraft or is it like the secondaries on BB that fire automatically in range?

P if memory in the middle of the night serves. Age makes that less than certain. By default AA is on, but P key toggles it on or off.

I will also point out that if you hold the ctrl key down you can move the mouse pointer around in game and click on a ship to set them as a primary target for secondary guns, or do the same thing to a squadron of planes. If you set them as a primary you get a small dmg buff against them. Just FYI so you know about it, it helps. I always set the torp squadrons as primary as they are more dangerous than the dive bombers so your AA will focus on the torp groups more.

Good advice, it is a good habit to get into in lower tiers.  Ctrl+click to set both priority secondary & AA targets. It makes a difference as you go up the tiers.

Higher skilled captains can also take Manual AA control & Manual secondary skills which increase their effectiveness (but you have to select the targets).

A bit more than just small, it's 30%. That's like a free BFT that also brings the AA flag free of charge :Smile_teethhappy:

oh and just so you know,, AA guns are never fired by you... they are automatic... like secondaries... you never actually aim and shoot... if its in range it gets shot at...and like the others said, you press cntrl and left click the target and it gets priority if it gets in range....

And, in truth, it's not even real shooting. AA is an aura: once a plane enters it, it has a chance every second for small AA guns, every some seconds for larger AA guns, to be shot down. Said chance depends on the DPS of the AA influencing that aura, and the HP of the planes. A plane never loses HP: it's either healthy or destroyed, and a high number HP only means it's hard to shoot down.

Well I couldn't remember the number off the top of my head and I figured if I said big buff someone would say no it's only a small buff.

Besides everything that everyone has said above, AA doesn't affect dual purpose main or secondary guns. So in DDs and cruisers like Atlanta (with her 127mm main guns) that use dual purpose main guns, you don't have to stop firing the main guns for them to also add to the AA aura.

 

P also toggles the secondary guns off and on as well with the AA guns. Dual purpose secondary guns provide the AA aura while they are firing at ships to. You can't affect AA and secondaries fire with the exception of toggling them off with P and selecting a priority target by Ctrl clicking on a ship or flight of planes.

AA and secondaries are automatic.  You can click and prioritize targets for AA, but otherwise they're automatic.

 

Yes, AA for T1 and T2 are for show and completeness, since unless you're in a fail div, you won't see any carriers.
