Introduce faction option. Example Axis, Allied and Free. Every player must join and  choose between 3 faction after reach level 10 of service whether he join clan or not.

Everyone must have permanent faction. So faction battle will include every base player.

Every month, there will be teritory war. Everyone can join and fight for territory domination.

Introduce the teritory like world map and every faction can fight for it. This would include everyone in the game. fight with certain number of bot in team of players or some operations... Etc. 

Each teritory dominated by winning faction will have certain advantage like discount purchasing module ,ships and etc like the clan have or something else.

Each teritory cost certain resources of number to attack, example 1000 oil/ teritory. 

Faction leader can be pointed through poll or vote  and only he and vise leader can attack the territory.

Edit 1: 

Selections of factions.

Every player level 10 service can choose between 2 faction, example Allied and Axis. Those who dont select these 2 faction automatically in Free Faction.

 

Benefit of the factions.

1. Get buff or certain advantages, example 5% credit income and 5% exp gain.

But those who in Free faction dont have it.

 

2. Participate in faction war.

Different from clan war, not player vs player, but more into territories domination. Allied and Axis  faction can attack certain country in the map and gain it reward. Each country have different reward, example, 

Japan 5% free exp 

China  5% exp

Afrika 5% credit

England - 5% service 

Italy +5% speed to tier 4 and 5 ships

Russia + 5% torpedo reload  tier 10( hehe)

...and other buff that use in flag or something else

 

Country cannot be attack after 1 faction conquered it, and  stay for a month until territory reset.

 

Limit of attack country. Only 3-4 country can be attack every month. So faction leader must choose which is better.

For Free faction, since they are in free country , they cannot attack other country and gain it buff. 

 

 

3. New faction chat in GUI so that every player in same faction can discuss strategy to the upcoming war.

 

 

 

Edit 2: 

1. Territory war.

As we have played in operations, it would be the same. Against bot, wave and some rewars after battle. Every faction member can participate in group of 6 or 7.

Example, when faction leader choose to attack Japan 5% free exp. The operations activate and each member can join ,group up and enyer the war. 

To win the teritory, there must be certain number of battles or level to  reach . maybe 20 battles play by faction member. Each player can only play 1 or battle only.

 

2. Renting ships for battle. As we gonna have in clan war, we can rent ships in teritory war too. But lets make it to tier5 to tier 8 only. So that some member dont have  the require ship can participate.

But making it mandatory means everyone has to care. If it was voluntary, then fine have fun, but don't make it mandatory for the people who don't care.

OP.. this was done with the Fire and Ice event, WG screwed it up to high heaven, locking one faction, to even up the teams turning it into a landslide comeback.

Sorry I wasn't clear. Below is more of what I had in mind.

That was more like it.   being a base idea, sure it needs some polish, a few details left unspoken,     I'm pretty sure he originally meant it as another game mode, not the Only game mode  :)

There has already been one iteration of that in WOWS.  There are a group of players doing historical campaigns with fleets, battles, etc.  It is set up based on the factions mentioned by the OP.  The organizers conduct the activity in training rooms.  Scheduling and planning for battles is time consuming and arranging for players of all the factions to be available at the same time for a battle is challenging.

 

I think @Kancollewuzhere has set up a few of these.

Must choose faction after reach level 10 service. But, its optional to join or not in the territory war. 

It doesn't have to be mandatory. Just for extra option maybe after sucsessful clan war, faction territory would be the next thing to come. If we just follow the wot gameplay, it would be boring. Update, new ship. Update new ship etc. Nothing more interesting.

 Every month, territory domination will be reset, thus new faction battle begin. So it wouldn't be just one faction to dominate throughout time. Other faction wilk have chance too. 

If some faction is not balance, maybe wg can use method of change to other factions with the cost of doubloon.

No. Totally OPTIONAL. Stop forcing people to choose when many don't care or wouldn't want to do it.

I'm sorry but no. Every time I see this implemented in a game it SUCKS. A concept like that belongs in an open world MMO-rpg ALONE. NOT in game like WoWs or For Honor which was a god awful game.

For honor was  team battle game like WoWs that had a campaign map 'territory' battles at the end of the week like you are suggesting. IT WAS SOOOOO BAD. It was one of THE WORST ways I have ever seen a game try to make their battles feel 'relevant.' Actually just highlighted how irrelevant they were they had to tack on something that un-engaging and boring to try and make it feel relevant.

For one it serves no purpose. None. It doesn't mean anything other than most people like Axis or Allies better. What really matters is you individual performance. Not some made up group of people who clicked Axis or allies.

Second, side with more people wins. If the side with more people doesn't win that is also a problem.

Because then they need to start screwing with the algorithm for who wins to counter act the population; since obviously if one side TENDS win it would only get worse. Everyone would switch factions or pick the better one at start; it becomes a self fulling and worse. So basically it becomes a big LIE where they are manipulating the equation for who wins every week so everyone gets a cookie and every faction looks viable. Even though in reality certain factions are played WAAAAAY more or on average have better players. That is what h append in For Honor. And if its not that it will be one sided with the same faction winning 4/5 weeks because they have just more and/or better players. Either way it a terrible idea to implement.

Have open world battles for territory in open world games like dark age of Camelot. Not WoWS or garbage games like For Honor where pasting in crappy after thought features like that is a waste of development money. End of the month stats based battles are the most non-engaging boring uninspiring feature I could imagine.

Still work in progress, just an idea. Maybe with some tweak here and there, it wont be like other mmorpg or for honor. But similar like water and fire. But improvement with teritory. 

It wont be same faction rule same territory, cause every month, it will reset and open to all faction s to attack again
