Keep 18-pt captain in Yugumo or Shimakaze?

Currently my Yugumo captain have 18 pt

It has skills

PT

LS, AR

TAE, SE

CE

I have another 3 pt unused. 

 

I have a 13-pt captain on Shiratsuyu

LS 

TAE SI

CE

 

Shall I move 13-pt to Yugumo and move 18 pt to Shimakaze. The last 3pt may be used for BFT?

Maybe hold out for 4pt and RPF and see how that effects gameplay.

I would move the 13 point commander to Shimakaze just to save a few doubloons. You can make it work and you gain XP faster in T10 to level him up.
