Random people joining my division mid-fight. How can I stop it?

Just this week I have been having a new problem I have not had before. My division mate and I are fighting along and suddenly he asks me how some other random dude got in our division? It's happened to me several times this week and I want it to stop. I should definitely hope that there is a setting to stop this? Because it's becoming very annoying.

Happened to me as well.  I don't want unintended Division members

When game loading, and the count down start, you will see the Division on the third tab, click on it and choose Locked Division (private division)

Yeah, it's during the loading screen, hit "Locked Division".

I went and checked... and well, there was very push happy Missouri on our team. That ended well.
