Currently, because I am only testing out the Russian and German DDs in the ship yard I have those two countries researched for the +3% xp. Also, in the docks I have the Destroyer researched for the -10% servicing. Currently, none of those values are showing up in the final summary (credits and xp tab) of the battle.
