Its about the Attack on an Italian Port by the British Fleet Air arm in the Second World War, 

 

There was strong evidence that the Japanese Navy was very interested in what happened there, but somehow the idea of a similar attack succeding in Pearl Harbor was ignored.

Did not the USN conduct similar,(not sure if saying correct). combat trials at Panama Canal zone in 1930's where USN carrier force (moc?) attack on defense area. With success.

Actually they carried out similar attacks on Pearl Harbor. However from what I can recall it would be more accurate to so that the maneuvers were held in the vicinity of the Canal. Not the actual port(and even then the assumption seems to have been that if they were attacking Panama they would be going after the Canal and ships in the vicinity as targets of opportunity) They Basically knew that in theory the base was vulnerable to attack, and they knew that the gates of the Canal themselves were kind of vulnerable. They just did not see how Japan would even be able to try. After all they knew how hard pulling off a trip Hawaii would be for 2-6 carriers Battleships cruisers and Destroyers. They basically assumed that because they could not figure out (they don't seem to have tried to be clear, they just asked "Can we do this" and when they said no, not how we do a torpedo drop) how to make it work. Then basically Ignored reality when it turned out Oh the British solved that problem because  "We can't do it so noone else can". Literally a Prime example of "Not Invented Here" at work.
