Shima a good torpedo boat? with 1.7km torp detection? thats a joke right? tell me you're joking, Shima may have been the best at one point, but after all the nerfs the IJN line has had, im surprised people still play them, myself included

Hmmm, harekaze(technically mid lvl, but is wicked) or gearing. I would like to say shimakaze, but we all know that's not true, eventhough it should be.

Whichever boat is being played by a player who knows how to torp.

Gearing for divisioning (team work)

Shimakaze for queues full of BB's

Z-52 if you like agressive cap fights

Khabarovsk for mining BB tears

Grozovoi just good long-range gun boat

They all quite well balanced now (I can't say which is the best, but that's not Shima, for sure)

Once upon a time when the Fubuki was the T8 torpedo terror... they nerfed the IJN DD hard. The Shima is still ok because of the sheer amount of torpedos you can launch. I prefer the 12km. With the captain skill they are 9.6km range with 70 knots speed. But she was powercreeped by the Fletcher/Gearing (good torpedos, better gunboats), the Groz (while the torpedos are not great you can stealthfire and reload is ok, also you can shred a Suhima) and the Z-52 (hydro, guns and fast reloading torps with low damage)
