And the ship pictured (Oktyabrskaya Revolutsiya) has been teased as an upcoming tier 5 premium BB for the Russian line.

Well, October Revolution is already done and tested, just waiting on her release.

 

As for the line: pushed back, till at least 2018.

Oktyabrskaya Revolutsiya was supposed to be released this month, but sale date has been pushed back for unknown reasons.

I sure hope not, having a lot of op Russian premiums and a few op tech tree ships is bad enough.

T5 Russian BB: 32mm bow, 405mm Belt, 49% TDS, 29 knts, 3x2 20 inch guns with 21km range, but 189m dispersion@21km, 1.9 sigma, 28.5s reload, 42s 180 traverse, 13.5 rudder shift. 51337 health with HMS Nelson heal and an added bonus to be able to heal heavy damage.  Also, new captain skill, specific to Russian captains, -25% cool down and +2 charges for consumables. 

Shells: APHE, gets all the benefits of AP, while also getting HE and a higher chance to cause detonations.  RiP basically everything.

There was a number of battleships that were laid down but never completed, either due to lack of funds (Red Army gets the money first versus the Navy); the interruption caused by the German invasion which damaged and overrun many of the Soviet ports and shipyards, and eventually to the realization that they were a waste of money, as battleships became obsolete.  Stalin wanted battleships to show off Soviet power, but admirals thought that skipping them would be a better idea and instead, designed a navy meant to fight a nuclear war.

The picture of the real ship doesn't have the funky little turrets up front like the WOW Oktyabrskaya Revolutsiya ......Am I missing something here?  Creative liberty?

No.  Its likely the picture in the OP is the Sevastopol, which is the sister ship.  Both ships have different modernized superstructures.

I'd like to say never because there is not enough paper designs to make a complete Russian Battleship line, because there is only 3 classes of BBs that the Russians made in total, excluding Imperator Nikolai I.

I'm training a future Rus BB Cpt on an Orlan (only reason I have it, btw). I do want to see a Rus BB line (asap). If a Rus BB line can only go to tier 6, 7 or 8, say, this would not matter to me.
