Commander retraining discout?

According to the German Weekend page, it says there's a 60% discount on commander retraining.  However, I'm not getting any discount when I try to retrain a captain.  Is anybody getting the discount?

Yes I was wondering the same thing. The front page says Commander Training/Retraining Discounts. Only the retraining is discounted though.
