What does direction center of catapul aircraft do when used for spot planes....

Yeah it does the same thing, adds another plane.  As far as I can tell though, it doesn't decrease the action time of the actual planes.  Its useful in the same way the dual fighters can be, you can use them to spot nearby ships or torpedoes.

You get two. Just like with fighters they orbit in opposite directions. Without the scout plane upgrade they can't quite make a full orbit, but you still get decent coverage and they orbit farther than fighters.

Right. They fly opposite directions so you get more and better coverage detecting DDs and torpedoes.

You get two of them but their airspeed is reduced 20% so presumably they are easier to shoot down but then you still have a reserve until it gets shot down.

I thought they flew the same way but 180 degrees from each other while circling.
