Does anyone have an idea of why it is not coded and why it may or may not be added.

The Iowa,Montana,Alabama,north Carolina, relied on that type of steel armor for the better protection.

(How could you make an armor that is similer to this with easier coding?)

Because the game doesn't model metallurgy at all. That's why it's not in game. Don't expect it any time soon (and by that I mean ever).

 

My guesses as to why they won't do metallurgical type things is because of 
#1) - It would be pretty complex to model in game and make mechanics of all types of shot penetration a lot more complex than they really need to be

#2) - More importantly, I think it would be hard to get reliable information that was actually accurate on almost every single ship in the game.

Because it would make every USN BB have worse protection than European navies. For BB plate, ITA=UK>GER>>USN=IJN.

I think the OP is referring to STS which currently isn't counted when it is backing Class A or B armor.

 

This is really screwed up in cases like the front of Montana's main battery turrets which have 4.5" of STS which is a whole lot to discount like the game does.

The game model's all steel the same, if they didn't things would get really confusing really fast. Special Treatment Steel was special steel that was very good with decapping and anti-splinter protection. It was used heavily in the armored belts and decks of American battleships. This would be hard to model and even if they did the American battleships would have over-powered armored protection (and being non-premium American ships, wargaming simply cannot have that). The American steel was some of the best in the world and of a higher quality than pretty much everybody else except Great Britain that had comparable steel. If the nationalities of steel were modeled, the superior quality of the American steel combined with reinforcement of STS plates would give even the North Carolina and Iowa great protection.

This would also harm ships like the Yamato and Bismarck who historically had very thick armor, but arranged in a poor layout and using steel that is of poor quality compared to their British and American counterparts.

However without this armor iowa and nc cant do crapwhen it comes to armor. 

(Can you think of a way to closly resemble this steel that would be easier to code?)

well NC, Iowa and Montana doesn't need armor since they have best concealment to mitigate it or in devs perspective game balance
