Would be fine, if you could get rid of the voices. Not sure why they changed the pictures for regular use, but did nothing about removing the voices.

You are missing the coolest part.  You can assign your IJN 19pt Capt to the Kongo or Myoko sisters just like a premium!

I was pretty sure you could change voices in settings.  Perhaps that changed, I would not know.  Unfortunately (or rather fortunately) all IJN captains I am using are already at 19 points in skills, so there's absolutely no incentive for me to level ARP captains...  I guess Takao would be worth it, if only I did not have Atago already.

You do know that you can get into any ship in the game with any captain, go to audio settings, and select any ARP captain in voiceover modification drop down, right?  You can have Takao voices while playing Moskva all day long...

Yes, I do. My voice pack is set to Haruna.

They are pseudo-premiums. Also if you're losing money on playing a T5 BB or T7 cruiser, the problem is probably your gameplay, not the ship. T5 to T7 ships, even tech tree ones, almost never lose credits when played smartly. Mounting credit flags also help.

Personally, just giving the ARP ships the option to use Camouflage and making their ARP Camouflage have the same bonuses as basic Permacamo of the same tier would have been sufficient. In fact, let their ARP Camouflage be historically accurate (or at least anime-accurate), but leaving the extra mounts (AA/DP/casemate) non-functional until such time when WG can implement actual sister ships and retier and change the stats of the ARP equivalents. The hulls would just then default to the generic Hiei hull for any other camouflage. Same way the HSF Camouflage works on Graf Spee more or less.

Huh... Must admit I didn't know I could roll normal skippers through these. I acquired them all during the event but never, ever looked at them seriously after since... you know- Not my thing anyway. 

But if we can just kit them out like "semi premiums" then that's not a half bad option.

Any ship with a 19 point Captain on it is a captain trainer since they generate Elite Captain XP that can be used on any ship. And aren’t the ARP Captains all 19 points?

I keep hoping they will let me use the captains on all ships, rather than just IJN ships.  I know it's not going to happen, but I have a ton of 10 point commanders that I likely will never need for the IJN
