Economy:
offer state backed low interest loans to commercial enterprises looking to start production of Electrical gear, clothing/furniture, telephones, agricultural equipment, and railways/trains. These opportunities shall be given out to Madrid, Granda, Zaragoza, Barcelona, Malaga, Palma, Valencia, Cordoba, Sevilla, Cadiz, Salamanca, as well as San Sebastian, Vigo, Gijon, and A Coruna.

Those who enlist will have a minimal requirement of 2 years of service but may extend their contract for however long they wish.

In a speech to congress and addressed to the people of Cuba, announce a shift in policy toward the sovereign and independent nation of Cuba.

At the end of the last century. Less than a decade ago. The United States joined Cuba in a struggle against the Spanish Empire. When the United States entered the war, we did so with a promise to the Cuban people, that we would liberate their beautiful country, and restore freedom to their people. We fought, suffered and died together. Fighting for what we believe in. Fighting for Freedom. When the fighting was over, and the dust had finally settled, the United States stood poised to deliver Cuba back into the right hands of the Cuban people. But in the hour of our destiny, when the United States was ready to be a beacon for all who value the right to self determination, we withdrew our hand. We took away the very thing we had fought for. Without firing a shot we replaced the Spanish as the rulers of Cuba. The peace treaty that was forced upon Cuba robbed them of their Sovereignty. Although the Cuban people are now able to govern themselves, they do so in the shadow of the USA with the Platt Amendment, well intentioned as it was, prevents the people of Cuba acting as a fully sovereign state. It is time to take a new direction. The USA would like to announce a shift in policy toward Cuba. To allow Cuba to be a partner instead of a puppet, we will be holding a summit to amend the existing treaties between the United States and Cuba. 

 

The following changes are to be negotiated with Cuba. 

 

I. The United States of America in keeping with standing policies established by the Monroe Doctrine, maintains the right to intervene to prevent foreign powers from gaining permanent lodging or footholds in Cuba. However, the USA does not retain the right to intervene in the internal affairs of Cuba. 

 

II. Cuba regains the right to enter in treaties and agreements with foreign powers besides the US. The government of Cuba is required to consult with the United States regarding agreements with other powers. However, the Cuban government is not required to heed advice rendered under consultation. The consultation being primarily to keep the American government apprised of ongoing developments in accordance with the Monroe Doctrine. 

 

III. All acts under the previous US military occupation that have been ratified can now be amended or repealed by the Cuban government. 

 

IV. Administration of the Isles of Pines shall be formally turned over to Cuba. Provided however that Cuba allows foreign businesses and previously establish private land ownership to be retained. Cuba retains the right to reposes private lands as public lands provided fair compensation is agreed upon by the Cuban government and the private owner. This section also makes provisions for land disputes to be resolved by third party arbitration. 

 

 

Send an offer to France to buy a license to produce the Canon de 75 modele 1897. 

 

Send an offer to Germany to buy a license for the 15 cm sFH 02 howitzer

 

 

Internal Affairs:

 

Hold commissioning ceremonies for the Virginia Class Battleship USS Rhode Island. 

 

Pass the Fortification Act through congress. The Fortification act authorizes construction of fortifications on territories deemed vital to the defense of the United States and its over seas territories. These Fortifications will expand upon previously approved construction plans from the Endicott and Taft boards. The Fortification act approves additional fortifications be constructed on Guam, Midway, and the Bataan peninsula in the Philippines. 

 

The Fortification act also authorizes the creation of Marine Base Defense units to deployed to US outpost. The act authorizes an expansion of 5000 men of the US Marine Corp.

As a show of good will and a acknowledgment of the changing times, Sultan Abdulhamid II has decided to reinstate the Constitution of 1876 and the legislative system it entailed. 

The Meclis-i Umumî (General Assembly) will permit political parties with elections for the upper and lower houses taking place a year from now in 1907.

Send observers to Tripolitania  and Mesopotamia, their goal is to find oil. A good sign of  oil is if there's a smell of sulfur in the air. The observers are to also use texts of ancient oil fields to help in locating more fields (it will help in locating them in Mesopotamia)

Construction:

1. Begin a major railway project that has all railways within the empire to use Austrian gauge-railways. This project will be dated to be completed no later then 1910, this will allow us to fix any logistical problems in both economic and military transportations.

 

 

Internal Affairs:

1. Establish the "Imperial Labor Union Protection Law"-This law promises and secures the safety and protection of all workers/labor unions within the empire. The government will establish the "Workers Agency" which will be government funded,  employ 20,000 workers , and answer to labor unions who file in complaints about the safety and equality of the fellow workers. Industries will also be investigated and checked to see if they meet basic health requirement and safety precautions. 2. From this point on, citizens of the empire will no longer define themselves either Austrian or Hungarian citizens. Citizens will from this point on define themselves as "Imperial Citizens". All citizens who are part of the empires citizenship records whether they were administered by Austrian/Hungarian officials, will receive a new citizenship papers, passports, and along with the other essentials that they need with the stamp of the Imperial Symbol. The Hungarian Administration will also begin to follow up on Article 19 "Basic State Act and apply it to all territories that are under their administration like Transylvania, Slavic language will also be recognized as a equal language.

Doctrines: 
- Policy enacted last year calls for the construction of 16 new battleships by 1919. Given recent history, it is not unreasonable to expect a battleship will be delivered nearly 5 years after laying down. As such, to meet the demands of law, the navy seeks to lay down an average of 2 battleships per year for the next eight years with 4 being laid down this year to provide a buffer to the schedule and mostly meet Parliament's demand that 5 be laid down in 1906. 

- Analysis of Tsushima gives a likelihood of future naval engaments occurring chiefly at a range of 6000m. As the current torpedo in the French arsenal has a 3000m range the likelihood of battleships maneuvering into even maximum (and therefore least accurate) torpedo range is, remote. Additionally, the history of battleship Jauréguiberry highlights the dangers of torpedoes to their mother vessels. Having had three internal explosions caused by torpedoes in fewer than nine years of service, one resulting in significant flooding and downtime, though thankfully none involving a warhead detonation with subsequent loss of the ship. Therefore, with the remote probability of effective use and the real possibility of self-destruction, future French battleships will eschew internal mounting of torpedoes. Similarly, internal storage of naval mines will be omitted, both weapons systems being far more efficiently employed on specialized platforms. Presently equipped ships will have these weapons removed as is practicable during refits/ repairs.

- With the sale of the Massena, Bouvet, and Charles Martel; Brennus, Jaureguiberry, and Carnot will be removed from reserve status to active with the reserve crews of all 6 becoming the full crews of the 3, regular repair and refit schedules will keep the 3 remaining ships in active service until returned to reserve with the delivery of new battleships.

Naval mine capacity are to be omitted from the design. A top speed of 27 knots is desired but not required

 

Chilean 1906 Destroyer Tender

 

A maximum displacement of 800 tons carrying an armament of at minimum, three 102mm guns, a strong torpedo armament with a minimum of two tubes though more are desired. A top speed of at least 29 knots is desired with a range of 1,100 nautical miles. Armor protection should be omitted beyond gun shields for the gun crews. 

 

Chilean 1906 Protected Cruiser Tender: 

A maximum displacement of 7,000 tons carrying an armament of at minimum, a broadside of 8 150mm guns with a maximum caliber of 173mm. Torpedo tubes may be fitted to the design or omitted to save weight. A top speed of at least 28 knots is desired heavily with a range of 4,800 nautical miles a cruising speeds. Armor protection against same caliber shells from a range of 7,200 yards.

Turn 1 Moderation

 

Kingdom of Spain

 

Military:

-        The protected cruiser Reina Regente will be launched Turn 3, not completed then. Completion is estimated as Turn 15.

-        Two Furor class torpedo boat destroyers have been laid down in Cartagena. Estimates for launch are T7, and completion T12.

-        The battleship Pelayo has been docked in el Ferrol, and is being stripped as the first part of her reconstruction. Associated work & orders have been made. Estimated completion date is Turn 17.

-        The submarine Peral has been retrieved from storage, and is being re-equipped with her old equipment where possible, with replacement items being ordered where required.

-        The Spanish Legion has been formed. On paper.

-        The old Real Fabrica de Artilleria de La Cavada is to be re-opened. The sight and adjacent land is being surveyed for the necessary buildings. Any needed plant has also been ordered.

-        As it stands, the Spanish Naval Plan is likely to over-run in terms of both time and budget.

 

Economy:

-        Recruitment for the vague and poorly defined Spanish Legion has begun! Literally nobody knows what they are in for.

-        State loans are offered out like cake.

 

Internal affairs:

-        A complex of sheds have been set up around a well on the outskirts of El Aaiun.

-        A similar collection of sheds has been erected near Bata, Spanish Guinea. 

-        Mining expeditions into Western Sahara have begun. Just carrying their prospective equipment, nothing else.

-        Surveying for a railway line between Cabo Blanco & El Aaiun in Western Sahara has started, so that a route can be designed.

-        Haphazard railways are being started, between the locations of the cake-loans.

-        Educational costs for those aged between 6 and 16 will be taken up by the Government, beginning with the next academic year (1906-7).

-        Ambitious attempts to get small-arms manufactories producing naval ordinance have begun, at six different sites.

 

Foreign Affairs:

-        Torpedo boats have been purchased from Chile. Their crews have been sent to collect them. They should arrive in Spain next turn.

-        The purchase of 8.8cm/45 SK L/45 has not been confirmed by Germany, and has not occurred as a consequence.

-        Bouvet, Massena & Charles Martel have been purchased from France. They will arrive in Spain at the start of next turn.

 

Researches:

-        Relampago is rejected as being unfeasible.

-        The others are not, and their next stages will be told in PM.

 

United States of America

 

Diplomacy:

-        Cuba is suspicious but hopeful.

-        France has confirmed the deal for the 75mm mle 1897. The USA can produce them for domestic need only, with a 7% license fee per weapon.

-        Germany has also agreed to a deal, but without a license fee, it seems.

 

Internal Affairs:

-        USS Rhode Island is commissioned amongst much pomp & ceremony; commentators still feel as though it lacks the oomph of a European equivalent, however.

-        The Fortifications Act passes through Congress with relative ease.

-        The US Marine Corp now has a maximum size of 15,000 men.

 

Research:

-        Spokane will be dealt with in PM.

-        Smith class destroyer will be researched, ready T8.

-        M1903 (1906) will be researched, ready T5.

 

Ottoman Empire

 

Military:

-        Abdul Kabir is being broken up where she lies, so that the construction slot can be repaired and used again.

-        Other assorted repairs are taking place across the dockyard.

-        Additional workers are hired to assist in these repairs, to begin their training once production resumes.

 

Economics:

-        Internal custom duties have been scrapped, leading to a reduction in local authority spending power.

 

Internal Affairs:

-        The Constitution of 1876 and its associated works have been reinstated by order of the Sultan.

-        The first elections to the Upper and Lower Houses of the new parliament will be held next year.

-        Multiple persons are to be sent out to Tripolitania & Mesopotamia in the search of oil. All resources will be consulted for any aide they may provide.

 

Diplomacy:

-        An agreement has been reached with the British government regarding HMS Superb. It will finish its current stint in harbour service, then be sold to you, for ~twice its scrap value.

-        Three Durandal class destroyers have been purchased from France.

-        The order in Germany has not been confirmed, therefore has not gone ahead.

 

Austria-Hungary

 

Military:

-        Military budget is increased by more than a third.

-        A recruitment drive with a target of 20,000 men has begun. It is expected to be a success by the end of the year.

-        50 9cm Feldkanone M75/96 will be ready by the end of the year.

-        Posters are being prepared to try and increase the numbers of educated members of ethnic minorities in the military.

-        German and Hungarian officers are at a disadvantage due to the new scheme, and are unhappy about it.

-        The Naval Law has been formulated.

 

Construction:

-        All existing railways that are not Austrian gauge are to be converted to said gauge, beginning with the railways that are closest to existing Austrian gauge railways.

 

Internal Affairs:

-        The “Worker’s Agency” designed to help workers, has been setup in Zagreb.

-        All citizens are now equal. Naturally, the Germans and Hungarians are displeased with these changes.

 

Research:

-        Schwarzlose M.7 machine gun will be researched, ready T6.

-        8cm FK M.5 has already been designed. However, it is currently experiencing some production difficulties.  

 

Second (German) Empire

 

Military:

-        All military personnel now have extra employment bonuses

-        An independent flying service has been created.

-        A Coast Guard has been created as well.

-        Plans to increase the total strength of the German army by 400,000 in 2 years have been announced to the world.

-        The intention of the 2nd Empire to become Großedeutschland have been made apparent in various leaflets distributed near the Austro-Hungarian border

 

Internal affairs:

-        The Kaiser has a massive pay cut, and now has to receive state support due to his low income.

-        The top 5% of earners have had their tax contribution increased. Naturally, they aren’t happy about it.

-         AG Vulcan Stettin laughs in you face at the thought of such a huge project for so little benefit.

-        Howaldtswerke-Deutsche Werft doesn’t exist, and therefore cannot accept any tax breaks. Or build any production slots for that matter.

-        Protestant Missionaries have been sent to all German Colonies, to spread Lutheranism.

 

Construction:

-        Expansion of the Kaiser Wilhelm Canal is rejected as being unnecessary and extremely expensive.

 

Research:

-        Zeppelin design is rejected as unfeasible.

-        Gunther class corvette is also rejected for that reason.

 

Third Republic of France

 

Diplomacy:

-        Massena, Bouvet & Charles Martel have been sold to Spain for 32,000,000 Peseta.

-        The USA have accepted the terms for the domestic production license of the 75mm mle 1897

-        The expected rate of construction has been laid out before Parliament.

-        The example of Jingleberry is quite convincing, so when the ships next come in for a long refit, their torpedo tubes will be removed. Questions have been raised about the future of the weapon on smaller ships.

-        Brennus, Jingleberry and Carnot have returned to active from the Reserve, using the crews from the sold ships to reach a full complement.

Internal:

-        Machinery is being searched for from overseas for the production of the required calibres. The various Government gun foundries are being surveyed in preparation for the new buildings as part of this. Small arms manufactories are unable to reach the dizzying heights you want them to.

-        The Government has begun pumping funding into the mines of northern Chile, to allow them to increase their extraction capacity.

-        A dockyard for the Marina Regală will be built in Constanta. As it is designed for the construction, reconstruction and repair of warships, it will be a full sized complex. As such it will be very expensive, particularly as all plant must be imported, and will be a long time in completing.

 

Research:

-        Constanta class gunboat is rejected as being too vague. A napkinwaffe if you will

-        Machine Gun is rejected as being unfeasible.

Turn 1 Events & Operations:

 

        In German colonies across the globe, Lutheran missionaries have arrived: some have begun to search for sites for missions; others are already out spreading the word of God. This has been met with similar missions from other denominations, including Anglicanism, Catholicism and Eastern Orthodox. Kamerun & Togoland are particular hot-spots of activity.

 

         In Southern Germany and Austria, civil unrest has increased. It is still at a simmering level, however. Hungarian contentment has also decreased.

 

       One of the best Austro-Hungarian intelligence officers, Alfred Redl, has fled to Russia after an attempted assassination attempt left several members of the public dead. The source of this attempt remains shrouded in mystery, with some newspapers pointing the finger at Germany, others at Italy and others at the Ottoman Empire. All of them have motive, due to them being Austria-Hungary’s rivals in various spheres.

Turn 1 Researches

 

USA: Spokane class scout cruiser

 

A development of the Chester class cruiser USS Salem currently being built, the Spokane is notably enlarged. This allows it to carry a much enhanced armament:

- 2 x 2 7”/44 Mk 2 on Mk 3 mounts

- 8 x 1 6”/50 Mk 8 on Mk 10 mounts

- 2 x 1 3”/50 Mk 6 on Mk 5 mounts

- 4 21” Torpedo Tubes, submerged and on the beam

 

These are arranged in a conventional manner, with the two turrets (essentially downscaled 8”/45 Mk 6 Mk 12 mounts) distributed forward and aft, the 6” guns in casemates amidships and the 3” guns just ahead of the after superstructure, such that it is. The torpedo rooms are underneath the superstructures, along with the 6” magazine forward and 3” magazine aft.

 

The hull follows the Chester’s lines, but it carries the shelter deck along its full length.

To complement this aesthetically pleasing hull, there are five equally sized, equally distanced.

 

However, whilst the ship is much larger, it only has two more boilers compared to the much smaller ship. As a result, the ship has just less than 19,000shp. Consequently, as the Spokane is much larger than the Salem, but only has a little more power, the ship is expected to be slower, although how much slower remains to be seen.

 

The detailed drawings are expected to be ready T4, with the test 7”/44 Mk 2 Mk 3 mount being tested that turn as well.

 

Spain: RFAL 30.5cm/45 1906

 

Laying the base for a resurgence of Spanish naval power, this weapon is likely intended to be used on battleships and in the coastal defence role.

    A blueprint for it has been drawn up, and the test gun has been ordered. It will be ready to test T3.

 

Spain: STAR 100

 

The source material has been purchased in fair quantity, through private channels. Said examples are now being reverse engineered so that the planned changes can be trialled. The first trial example is expected T3.

Also since many of our current battleships are extremely outdated, make a bid on the French battleship Carnot for £460,000. To sweeten the deal, give France concessions so that they may be able to construct a railway connecting the cities of Beirut, Baghdad and Basra.

France Turn 2

Diplomacy:


- Accept Chilean Military fact-finding mission and spend the next several months showing them the vast array of manufactures available from the French arsenal. The Chauchat program is the only one they're prohibited from getting near the key documents and processes on. Though, should Messr. Chauchat have a well functioning proto-type in hand while the mission is around, arrange for them a demonstration in the name of promoting future export.

- Encourage Louis Marie Daudeteau to give his demonstration to the Ottoman Empire, also arrange for a trial of the gun in France, this time among a company of reservists on exercise. The gun will be trialed alongside the Berthier Mle 02, both to be chambered in 8mm Lebel. While the Lebel, with it's large magazine continues to be the preferred rifle for the regular army, there are concerns that reservists, emergency conscripts (both being out of practice) and colonials (being typically... uneducated) would face a loss of combat effectiveness when reloading the Lebel under fire. As such, a simpler rifle (one of these two) is to be accepted for mass production for reserve and colonial use, while the Lebel shall remain the front-line rifle. 

- Sell Battleship Carnot to the Ottoman Empire for 460,000 British pounds (11M Francs and some change). The crew will be sent to observe the fitting out of Republique, with special attention given toward encouraging any of them near the end of their service to consider a career in shipbuilding at the end of their enlistment. They will also be made available for any part of construction that their skills may render them fit for (likely just muscle work, but the galley crew can prepare meals for the workers at least). The purpose of this is twofold: 1.) To hopefully direct men to the profession of shipbuilding after enlistment and establish a naval tradition of such 2.) To get the crew more intimately attached to "Their" ship. Esprit de Corps is important after all. 

- Establish a commission to promote the funding of a BBB railway (Beirut, Baghdad, Basra), advertising the project as a prelude to the future Trans-Saharan Railway and a way to cut passenger traffic out of the Red Sea/Suez so that waterway will experience less congestion obstructing the way of valuable bulk trade. The next financial quarter (next turn) will see to the details of assembling an expedition to hire guides and begin charting the necessary route should any interest materialize. Our allies, the British, will be appraised of our concession and included in any strategic planning concerning the railway once completed, as it could provide additional throughput between the Eastern Med and Arabian Sea. 

- Affirm the settlement with Spain over spheres of influence in Morocco, as detailed by Spain last turn.

- Send the naval fact-finding mission to the UK as per history and make arrangements with Parsons et al to license the necessary patents to begin marine turbine manufacture in France. 

- Allow the offer of the Edgar Quinet Design to meet the Chilean tender for an armored cruiser of 16k tons. Knowing that it largely falls short of the desired specifications, point the Chileans at research slot 2.

- Encourage private shipbuilders to try their hand at proposals to meet the Chilean tender for a protected cruiser. As an inducement, the navy sees a use for 4-8 vessels of similar capability to the Chilean request.

In the ensuing Diplomatic crap-fest likely to emerge, kindly inform the German ambassador that his countrymen's similar declaration of before was felt in exactly as poor a taste as he received our statement. We'll happily revert our position on the issue to that of status quo just as soon as Germany similarly so amends their bombast.

- Order 240 10cm Gebirgshaubitze M8 mountain artillery pieces from Austria-Hungary as well as a license to produce spare parts and ammunition domestically.

Internal Affairs: 

- The announcement of increasing German armament, as well as the Kaiser's bold foreign policy declarations have, understandably, cast French politics into something of a crisis. After all, the last time "German nationalism" was big news turned out to be a rather hard time for France. 

- Recruitment efforts shall be made among the French metropole, colonies and the FFL funding expanded in an effort to meet German militarism with a further 100,000 volunteers.

- The political right, long having pushed for a "three-year conscription bill" will be met by the center left and it's desire for a "progressive income tax" to fund this expanded army (as per history, 2% on the top 2%). The Center-left (led by Armand Falliers) is willing to go along with this in light of the German threat, will the right swallow the income tax for the "Three-year law"? (asking for a Dom-mod here please).

- To placate the "Offensive at the Utmost" school in the army in the face of German aggression, 480 Rimailo M1904TR artillery pieces will be ordered to add a "fortress busting" capability to the already impressive French artillery.

- A reorganization of the Army shall take place next quarter to better prepare for the changing strategic situation.

- The plan to lay down 4 new battleships this year has been delayed to 1907 at the earliest. Parliament re-affirms it's commitment to a strong navy going forward (still insisting on at least 16 new battleships by 1919) and to remove any doubt as to it's sincerity, pledges the funding for a further 8 armored cruisers in the same time frame.

- Given the potential for war it is deemed essential to work to correct the present bottleneck in French shipbuilding: shortage of skilled labor. As such, as presently building ships are completed, France will move workers between yards to increase the pace of finishing presently laid ships as fast as possible (they may soon be needed after all). It is understood that this is a great hardship for the workers, in recompense, the government will double their wages for the period of dislocation and waive any remaining service requirement they may have as a member of the reserve military (so long as they shall remain employed in the shipbuilding business or their commitment would otherwise expire). Legally, this policy is only binding for the state owned yards, but should any private builders wish to participate, their workers will receive the same benefit (bonus pay coming from the government). Similarly, such patriotism on behalf of private builders will be duly remembered. Any workers to whom this would still represent too great a hardship will not be force relocated, as there will be improvement projects taking place at their "home" yard while it is empty in which they may be employed (though sans bonuses).

- Several shipbuilding infrastructure projects will be undertaken to improve their future efficiency:

  • The building of a new covered slipway, Point-du-Jour at Brest
  • The enlargement of Dock No1 and lock gates at St. Nazaire
  • The construction of a floating dock 200m x 40m (larger than IRL: 181m x 37m) for fitting out at Bordeaux 
  • The construction of 2 more identical floating docks where their location would be advantageous (Brest and Toulon?)
  • The construction of large turbine assembly workshops at La Seyne and Cherbourg (only La Seyne IRL)
  • A 30% increase in the presently existing number of large naval gun casting pits (could not find actual numbers, but this is a production bottleneck)
  • The construction of a direct rail link between Brittany, Nomandie and Picardie to connect the major industrial and ship building regions of the country while bypassing the Paris-Centric nature of 9/10s of the rail network
  • A similar rail-link running North-South from Picardie, through St. Etienne, en route to Toulon joined by a "tributary" from Brie-Longwy to St. Etienne.
  • Additional cranes where advantageous for ship assembly at: A.C. Loire, Arsenal de Brest, Chantiers de Penhoet, Arsenal de Lorient, A.C. Gironde, and F.C. Mediterranee, La Seyne
  • Expansion of the above 6 yards (and three others) to be capable of building ships up to 200m in length (should they not already be so capable. 

- The Funding for the above two naval programs shall be drawn from the sales of the three battleships to Spain and the one to Turkey. I believe the money exceeds the costs of the improvements, but should it prove insufficient, about half of the above projects shall derive their funds from their historic sources and the sale money used for the new improvements.

- To attract new young men to the shipbuilding industry, allow the yards to issue a waiver for conscripted military service to individuals they wish to hire. Hired workmen can trade one year of regular service for a 4 year commitment to work in the shipbuilding industry, 2 for 8, etc... This should assure the yards no shortage of willing workers and the yards will be assured of work to do for the foreseeable future.

Essentially a stretched (8m longer) Edgar Quinet design featuring 4 x 2 240mm/50 main armament, 34 x 1 75mm secondary armament and an extra 8 boilers (48  vs 40) for 43,200 hp. The extra boilers will occupy space formerly taken up by the magazines/barbettes of the single turrets on each of the ship's "corners" (bringing the undersized fore and aft funnels to the same size as the intermediate 4) and shall feed their power to 4 turbines (driving four shafts) in lieu Edgar Quinet's 3 shaft/VTE arrangement. Edgar Quinet's basic armor scheme is to be retained. Due to the concentration of the armament into fewer turrets and barbettes (numbers gleaned from Danton and Democratie in John Jordan's book) about 400 tons is saved compared to Edgar Quinet's turret armor, this weight should be added to the upper deck armor (I think going from 30 to 40 mm adequately disposes of this savings) displacement of design should come in at about 16,000 tons. Speed is hoped to be in excess of 26 knots (looking at Invincible's Length: Beam ratio, HP and displacement, gives me hope that this is reasonable)

- The battleship Carnot has been sold to the Ottoman Empire for £460,000. It shall journey their next turn. Her current crew have been sent to aid the fitting out of the Republique.

- The Beirut-Basra-Baghdad Railway scheme is much lauded by the press. A number of investors are founding, including some from across La Manche, in exchange for shares and a seat on the Board of Directors.

- The Moroccan Question has been dealt with, confirmed by both sides.

- A naval mission has gone to Britain, and looked at all the associated items, as per history. Parsons et al have agreed to license the various patents and designs for an appropriate fee.

- The Edgar Quinet design has been submitted to the Chilean Military Mission for their consideration.

- Whilst the private companies are encouraged to make a bid for the Chilean protected cruiser, none bid for it.

- Banter is had at Germany’s expense.

- Whilst the order for guns themselves, a license for domestic production and ammunition for the Austro-Hungarian 10cm mountain gun has been received.

 

Internal Affairs:

-        French politicians are running around screaming, as required by any crisis in France.

-        A recruitment drive has begun amongst all ground forces in order to counter the expansion of the German army

-        The politic right feel like that’s a fair trade, as the extra tax will help equip the extra soldiers.

-        480 155mm CTR have been ordered. Final delivery date is estimated to be T9.

-        Plans for the reorganisation of the army are being drawn up.

-        Whilst some areas are worried about the delay in battleship production, they are placated by the plans to have 8 more armoured cruisers.

-        Numerous concerns about the proposed dockyard transfers have been raised, such as supplies of housing, tools and foodstuffs.

-        The various shipbuilding infrastructure projects have started, with the historical projects taking their historical times, with additional parts or expansions having the effect of increasing the total time. Please could you provide some more details on your own projects in a PM.

-        A recruitment drive for the shipbuilding sector has begun.

-        Four commissioning celebrations are held across the three month period.

-        Plans for the defence of the Philippines have been submitted to the appropriate higher authority.

-        The French canon de Modele 1897 75mm has been adopted as the M1897 75mm, and the drawings have been sent out to the appropriate manufacturers.

-        The German 15cm sFH 02 has been adopted as the M1902 105mm, and its drawings have been sent out to the appropriate manufacturers.

 

Research:

- The Spokane class cruiser has been cancelled. However, the development of the 7”/44 Mk 2 Mk 3 mountings will continue, ready T6.

 

Austria-Hungary:

 

Diplomacy:

-        An ultimatum has been issued to Germany.

-        License for the 10cm M8 mountain gun has been given to France.

 

Military:

-        The last 15cm M94 will be ready T8, and the last 10cm M8 T6, with their estimated date of arrival one Turn later.

 

Construction:

-        Railway reconstruction continues (where applicable).

-        Government investment in railways and other militarily useful industries is at a local high.

 

Internal Affairs:

-        Propaganda praising SPAM has been spread throughout the Sudetenland, Austria and Hungary.

-        Taxes have been altered. Naturally, the rich aren’t happy about paying more, but they have no choice.

 

Chile:

 

Diplomacy:

-        Armoured Cruiser Esmeralda and the Protected Cruisers Presidente Errazuiz and Presidente Pinto

 

Military:

- A military mission to France has been prepared and sent, to help improve the state of the Chilean Military establishment.

 

Romania:

 

Internal:

-        All existing Government programmes continue

-        Existing projects have their resource allocation reduced so that new Government mines and oil refineries.

-        Industrial development is being monitored by the Census Bureau.

 

Diplomacy:

-        Germany has outright rejected any arms purchases.

 

Research:

-        The Constanta class gunboat is still too vague.

-        The “New Machine Gun” will only manage 450 rpm. Otherwise it is fine, and will be ready T8.

 

Russian Empire:

 

Internal Affairs:

-        The recently arrived Alfred Redl has become head of the reorganised Cheka, now to be known as the KGB.

-        Members of the military now get 60 days holiday per year.

-        You do not own a ship called Novik to sell to Germany.

-        Surveyors have been sent out to select suitable sites for weapons manufactories.

-        All military personnel now earn 1 rouble more than they did.

-        The Tsar is now getting behind the Constitutional monarchy “thing”.

-        However, he has also fired the entire Government, and invited the opposition to form a government instead.

-        Background checks are being performed on all members of the Duma.

-        German officers have been sent to try and improve the quality of Russian military personnel through hard training.

-        Krupp have been asked to set up Russian subsidiaries. They are yet to be convinced, however.  

-        Elaborate but ultimately fictional plans to expand Russian industry have been drawn up.

-        All Russian societal problems known to the Tsar have been given their own official addresses.

-        It is ruled that every village must have a patriotic Russian statue. On pain of having your village burned down and your people slain.

-        What there is of the Trans-Siberian Railway is already double-tracked.

 

Diplomacy:

-        Your neighbours respond coolly to your diplomatic overturns, except Germany, as noted.

-        Japan just laughs at you

-        New poster has been designed, and copies are being printed so that they can go up next turn.

-        Vodka has been sent to France.

-        Spain has been smiled at in a completely-not-unsettling fashion.

-        The Hauge convention has been torn up.

-        Germany has not responded to the Chlorine deal, so nothing has been done.

-        No luck with the Danish, Japanese, Austro-Hungarians or USA.

 

Construction:

-        Instructions too vague, constructors got drunk and had a massive [Redacted] instead.

 

Research:

-        A Land Service carriage for the 6” Canet guns in service will be designed and tested. Ready T6.

-        Noted chemical weapons are outside the tech cap, and thus the research cannot proceed.

-        Phosgene gas is outside the tech cap.

 

German Empire:

 

Diplomacy:

-        The delay in accepting the Ottoman request has resulted in that deal no longer being possible.

-        Publicly rebuke the French about Elssas-Lothringen

-        Nobody joins Fleet Week in Hamburg.

-        President Roosevelt doesn’t even respond to your offer.

-        Foreign orders rejected.

-        Russian overseas debt is being purchased where possible.

-        German officers have been sent to Russia to try and improve their military.

-        Krupp isn’t sold on this Russian venture.  

 

Internal Affairs:

-        Vague and ineffective actions are taken in face of the unrest in southern Germany.

-        Bribery to transfer to the Coast Guard for persons whose terms of enlistment have or will soon expire.

-        The Catholic Church just shakes its head at you.

-        Official Religion of the German Empire has been stated as Lutheranism.

-        All fully rigged ships in the German Navy have been transferred to the Coast Guard.

-        AG Vulcan just laughs harder.

 

Construction:

-        10,000 men will be recruited for the coast guard, ready T8.

-        50,000 reservists will be trained, ready T8.

-        25,000 full time servicemen will be trained, ready T4.

-        A bootcamp has been set up in Russia, to help improve the standard of their soldiers.

-        “Why would we need those?”

-        Surveyors have been sent to Apia Harbour, German Samoa, to start planning a naval base. [You must provide drawings of said base next turn for it to make progress]

-        All new naval construction is postponed due to administrative hold-ups regarding existing construction.

 

Research:

-        Airship is rejected.

-        Helgoland class battleship is outside the tech cap, and is thus rejected.

Turn 2 Operations & Events:

 

Unrest continues to simmer throughout southern Germany, Austria and Hungary. Whilst this hasn’t broken out into a conflagration yet, it may do in the future.

 

Kamerun & Togoland remain a hotbed of religious contention, between Orthodox, Catholics, Lutherans and Anglicans alike. The natives are positively spoilt for choice.

 

In Paris, several Russians carrying Spanish firearms have gotten sozzled on cocktails, and urinated on the Louvre’s main doors. Consequently, they have been arrested and incarcerated.

 

As the new financial year has begun, the British Naval Estimates have been discussed in Parliament. As it currently stands:

-        3 battleships

-        6 fleet destroyers

-        12 coastal destroyers

-        8 submarines

Place the 600 Daudeteau rifles thru the same sort of trails dine for the current equipment use by the Marines and Calvary. If the rifle passes these trails, begin phasing out the rifles in current us for the Daudeteau rifles.

Have the cruisers of the navy go thru maintenance and bring them up to optimal conditions

Rename the Hamidiye the Nüsretiye and rename the Superb the Hamidiye

Have the crews of the former battleships be transfered to the new battleship and cruisers purchased and have a 3 month training exercise for the crews in the Black Sea. 

Economics

Place the hulls of the battleships stripped of armaments on the open market for scrapping

Research and Development

Develop new uniforms for the Ottoman army and navy. These uniforms are to be anew uniforms for the Ottoman army and navy. The army uniforms are to be modernized versions of the current army uniform with colors ranging from white to green-khaki to brown, depending on what region the troops are stationed at. The head coverings are to stay the same. Keep most uniforms the same, save changing the naval infantry colors to a khaki color. The previous uniforms are to be kept as dress uniforms.

Research a armored train artillery car. It is to have 2 turret spots for 1 heavy gun ranging from 15cm to 10cm and a medium gun ranging from 9cm to 6.5cm. The turret locations are to be the front and rear of the train car on the roof. It is to be armored, up to 40mm thick on the sides and 20 on the roof. 

Research an agricultural tractor design, it is to have a watercooled 2 cylinder 6.2 ci 20 hp gasoline engine. It's to weight about a ton with a length of 7 feet, a height of 5 feet and a width of 4 1/2 feet. Rear wheel diameter is to be 4 feet and front wheel diameter is to be 2 feet. It's transmission is to have 3 gears in forward and 1 in reverse. The tractor is to have 4 wheels and will have a 2 wheel driver. It's designation will be Model 1A.
