Play Japanese carriers for that.  US carriers will get more dive bombers but never more than 1 torpedo squadron.

When I play I always see the opponent with two torpedo.

They're playing Japanese carriers. US carriers only get two torpedo squadrons if you're willing to pay real money for the premium carriers Saipan or Enterprise. All of the US carriers you can research for free have only one torpedo squadron maximum.

Go back in time to Closed Beta...seriously, US carriers get option for two torpedo bombers at EVERY tier then.

US get no such thing as two torpedo squads anymore...or 1000lb bombs will go out of employment.

All I want for American CVs it a Torpedo plane option load out.

The stock Bogue had a 1/1/0 load out. Then you get AS 2/0/1, or strike 0/1/2.  All I wanted was a 2/1/0.

I'm grinding an Independence at the moment, stock 1/1/1, AS 2/0/1, or strike 0/1/2.  All I want is a 2/1/0 option.

The Dive Bombers, even with the most perfect manual drop, are nearly worthless. If their dispersion was tightened they're be worth flying, otherwise they're hardly worth the time launching.

Your not using dive bombers correctly at all if you say their worthless. Their for damage over time.

The reason why 2/1/0 doesn't exist, is because it's OP.

I'll concede my aiming may not be the greatest, but what I see happening is I dive bomb a Battleship, I get 2 or maybe 3 hits  and return to my carrier. The Battleship immediately uses repair to put out the fires, and by the time I get back to the carrier, land, rearm, launch, and return to the BB, the repair cool down is done. And I repeat. A few hundred HP, at best. Meanwhile, I've probably lost at least one plane to AA fire. Not a good cost/reward.

Torpedoes are the same scenario, I hit with torpedoes, BB repairs, and by the time I return for another round, the cool down has expired. The only difference between DBs and Torps, is at least I get heavier initial damage with the torps.  Speaking purely emotionally.. it feels better.  It feels like I'm making a difference. It feels like I'm actually getting somewhere.

But, I'll continue practicing, and maybe a month or two (or six) from now, I'll be able to say differently.

The 1-1-1 is the best option. Good damage potential and you should only lose the air war to AS Indys or better CV players in AS Ryoju. Abuse strafe and strafe exit; you can carelessly strafe exit but losing a few planes while wiping out full squadrons are worth it.
