First Tier 3 Skills for New Commander?

Guys,

I just restarted several of my Jap DD captains and stuck on which skill I should use choose first at Tier 3 for the typical IJN torp boat - Torpedo Armament Expertise or Superintendent. I just wanted to know other people's opinions on which one they would pick first.

TPE unless you run out of smoke screens and speed boosts often.

Depends on the ship and play style. I usually go for TAE or BFT but I rarely use smoke unless it in Ranked or Competitive in which I just use Premium Smoke and not Superintendent.
