Ive had similar experiences (not all 12 though), but I thought you had to be actively targeted by an enemy for the counter to increment. Unless they were all in range at that time, I dont see how its possible. Dont get me wrong, I am not at all disputing you, but rather think that PT may be a little broken... unless the counter increments when I look in your direction but am out of range for a target lock.
