EDIT: I think the last time was Christmas containers. I got mine from it.

There were a couple of packages which included it before X- mas - but also got mine in a santa container

Anshan, along with several others that are not available on NA server, are always available on the EU server. I missed the Alabama sale on NA yet it's a tach tree premium on EU. Same with Lo Yang and Anshan.
