New installer? Game center - Game weighting 15Gb?

Broken hard disk forced me to reinstall game.

Now we are forced to install Game Center. Why?

 

By the way, running installation and first download was 4.something GB, and now another of 11 GB!!

What changed, Last full install a month ago was 4.8 GB

I opted out of all that sound jazz.

 

It was an option when updating, but it sounds like it mandatory with a clean install.
