Out of those 3, probably the French and UK once you get to Tier 6/7. I'm personally partial to the French line, but only after Tier 6. British line has probably the highest skill floor and skill ceiling of all the cruisers.

I am a dyed in the wool red white and blue patriot, but in WoWs USN and Best do not belong in the same sentence...ever

I am working up both the French and the British currently and which one is better for me depends on the day... but I like the British better and seem to do better in them

Both the French and RN lines are fun.  Have the Minotaur and almost to tier 8 in French (also have Hindy, Zao and Moskva).  Have to say the new French line is a pretty easy grind, great HE, decent AP and useful torps. French and IJN cruisers share some characteristics.  If you are feeling masochistic, go USN cruisers ( at least until tier 9 when they get good).  Good luck.

annoys enemy BB the most : IJN

piss CVs off : USN/RN

 

depends on what you wish to do with your cruiser

Haven't played the French or KM cruisers.

Started RN with Leander

I think Omaha is marginally better than Emerald, but T6 up RN have torps, repairs, and smoke - which most other cruisers don't have - certainly USN.

So you have the option to hide in RN CL, but they have better concealment even without smoke than USN - Leander has 8.8 km,

Fiji, Eberdinger, Neptune, and Minotaur have 10.1, 9.3, 10.4, and 9.1 km respectively.

Plus T8 RN all have a radar consumable, which I have yet to see any RN skipper choose over smoke.

And faster reloads.

Cut, print, take the gate...moving on.

Which cruiser line is the best? US, British, or French?

 

 

I find the Germans to be the best as they are very flexible and their AP can be devistating on broad side ships. I personally love the Hidenburg and she was worth the grind. Out of the lines you listed I hear the that the British are really good tier 6 and up.

Tiers VIII and up go to US CAs as the best line on the game if you know how to 

1. Aim AP

2. Get close and force the caps

3. Angle

4. Use your concealment

 

I think they are the best line for me and the most fun because you can be aggressive. They have the best armor, best shells, have some of the best concealment and AA, and very importantly, can manuver the best, which saves my butt soooooo many times when I would get deleted in another cruiser. 

 

Baltimore is the reigning champ as the best tier IX cruiser. 

 

They are not, however, constant shell spammers. US CAs are all about getting into position for several hard hits, and then sneak off to the next target. 

 

They are best played 7-12km away from the enemy and rushing into the caps right away.

French, is good at long range gun n run tactics from mid tiers onwards, harassers to late game hunters.

British, smoke beside an Island and spam those gimmicky slow n AP rounds that can pen stuff where other cruisers would over pen usually.

US, alpha strike AP shells otherwise they're AA cuisers with floaty shells some can really spam shells through

[Disclaimer: I haven't played French/British Cruisers yet - but this is what I've seen in game/heard]

French and IJN are HE kiting ships - though the French ships do tend to have better range and speed - IJN cruisers T7+ except for mogami has rather strong main deck armor - 30+mm (Atago has something insane like 41mm) - IJN Cruisers also have 10km torpedoes from T5+ that are relatively fast and deals large amounts of dmg - though they can be knocked out easily

German light cruisers - have practically non-existent armor  (especially the konigsberg) but the HE buff made them playable/decent - T9 is where this line gets really good w/ the roon which can do ridiculous AP pen dmg to anything showing broadside - Also T8+ have good bow/deck armor as well as turtleback armor which can make citadelling them tricky even with battleships

USN Heavy Cruisers [uSN light cruisers are fairly easy to play if you know how to kite] - Hard hybrid ships that has good AP and HE but lacks range and torpedoes and also tend to be citadelled rather easily -They do also have some of longer lasting but shorter range radar at t8+ - at t9+ you can dpm with them - also strong AA esp. T9+ -Arcs are floaty at T9 and higher but the ap shells do hit harder w/ more penetration-Hard grind

British Cruisers seem to rely heavily upon smoke - when those get radared and stuff they tend to get rekt hard (again I haven't played this line so take this with a grain salt)- weak armor (Henri IV can overmatch the top tier bow armor) - AP dpm at higher tiers is not to be underestimated (angling does mitigate this effect significantly however) - Torps seem decent and can fire them one at a time

Russian Cruisers - long range IFHE/kiting ships - squishy but has good range and good HE and also longest range radar (T8+) - (Except for the Moskva which is quite tanky at medium to long range and also doesn't need IFHE) - also their shells tend to have good ballistics making them easy to land

I have all the german, usa, and t9 british. I love my usa shios more than german and british. Everyone says hindi is the best but i cant seem to do that good in her. I have the indi as well and the range is increeadable. Pensy is good if you play her right, my best ever shot in the game was a pency. 10 peens 6 of the cits on a poor full health Perth. USA all the way baby!!!!

I am up to the doug in the french and just not sure yet they seem ok

Nah... leander is best t6 cruiser, and it's a solid ship. I actually found the fiji to be just a little disappointing after the leander due to it's sheer size, and relative sluggishness in comparison (despite the 4 extra guns). She's still a damn good ship don't get me wrong, but the leander was where the fun really kicked off.

As for the OP's question, I've got just about all the lines up to at least T6, and the only one I really fell in love with was the RN cruisers, but recent and upcoming changes have, and will continue to seriously chip[ped] away at them.
So...
short term: RN
long term of the above: French (despite my own personal hatred of them)
long term of everything: Russians (probably)

I consider the French line to be overall the best. The Jurien is the only true lemon on the lot. The rest that I've played, up to tier 8, are, IMHO, good to excellent.

The Russian line starting at Tier 6 is probably the best performing in the game, in my opinion.  And this is coming from a Wehraboo.

From reading this thread I might actually move from USN cruisers and start working the Brit or IJN lines
