So before the patch dropped I saw the question if the HE-penetration buff on German Cruisers would also affect the lower caliber Secondaries, namely the 105mm gun.

So I went into a Training Room with the Prinz Eugen and allowed the Secondaries to tear apart (well, it was more of a slow and painful process) a Großer Kurfürst. Why? The Großer Kurfürst has a minimum armor of 19mm, located on the Superstructure. And that is perfect for the Prinz Eugen and her 105mm guns. If the Penetration remained at 1/6 (or 17mm of penetration) it shouldn't deal a single point of damage with the shell itself, but if the penetration got buffed to 1/4 (or 25mm of penetration) then it should at least damage the superstructure. So let's fire tons of shells, for even less to hit and look at the shell damage:

Well, no damage with the shells, only from the fires set. So the penetration on the 105mm Secondary gun remained at 1/6.

I thought the patch notes said ONLY the german secondary 150mm and 128mm got affected.

The German Secondary 128mm and 150mm have always had the better penetration, this buff hasn't changed the Secondaries in the slightest.

It's a shame German Battleship secondaries weren't buffed.

Wut? They are godlike. All one needs are perks.

Godlike, you say? What's above that? That's what I want.

Probably complaint threads from DDs and CAs who get too close from melting in HE secondary overkill.

Patch notes specifically said only weapons of 150mm+ were affected, so you're better off testing if this held true for Roon's 150mm secondary.  The 150mm secondaries on German BBs and Graf Spee had 1/4th penetration since their introduction - the 105mm and 128mm never did - but Roon may or may not have.

German BB secondaries always have been, however this change was for German CA's. Which is stated in the patch notes.

no they don't..

Balance Changes

Cruisers

The main advantages of German cruiser guns are their great AP damage potential, with a disadvantage of less damage delivered by their HE shells. In situations where you find yourself fighting against lightly armored targets that take damage even from a shot to the bow, or when an enemy ship has exposed her side to you, German AP shells cause devastating damage. Unlike US 203mm shells, German AP shells don't have the same "soft" ricochet angles, and given their weaker HE shells, German cruisers are sometimes less efficient, if firing at a heavy cruiser at a 45% angle in relation to your German ship, for instance.

We've decided to compensate for their lower HE damage by increasing their armor penetration capability, bringing German cruisers in line with other same-type ships in terms of performance. We've also added some minor, yet pleasant, changes to NürnbergHindenburgEmerald and La Galissonniere.

  • Increased the armor penetration capability of HE shells for the following: Karlsruhe, Königsberg, Nürnberg, Yorck, Admiral Hipper, Prinz Eugen, Roon and Hindenburg

Now, HE shell penetration values calculate as 1/4 of a shell’s caliber when its values were 1/6 of shell caliber in Update 0.6.5

  • Nürnberg: Now has full circular rear turret rotation
  • Hindenburg: Magazines now better-protected from large-caliber HE shells
  • Emerald: Changed thickness of the ship's hull armor plating from 10mm to 13mm
  • La Galissonniere: Main caliber reload time decreased from 10s to 9s

For one the 128mm Secondaries also enjoy the better penetrations as stated by this link: https://www.reddit.com/r/WorldOfWarships/comments/5ordcb/datamined_list_of_ifhe_penetration_changes/

Second problem being that it is incredibly hard to test the penetration of 150mm Secomdaries. The penetration will either be 24mm or 37mm, and due to the lack of a ship that has a minimum armor of 25mm it becomes very difficult to test this, maybe right in front of the bow of the Yamato or something of that sort.
