No link is required - check out the game settings in the Launcher.

In the PT, it asked if you wanted to download an additional 3gb or something for the soundpack. They might have just rolled it into the download.

Then, make sure this is enabled in-game in sound settings as Morpheus29 kindly shows.
P.S. If the updater actually asked you if you want ULTRA sounds and you agreed, everything should be done automatically.

Just hit update on the launcher for it this morning, it didn't say anything about the Ultra settings, and that option isn't in the settings portion of the Game Center either.

 

edit: found the settings, was looking under the Game Center settings. As a UI/UX change, it might be worth making the big settings "gear" on the left handle all settings.
