Flight control mod 2 vs air group mod 2

which one should I get for my japanese carriers?

 

Flight Control Mod 2 - Gives 5%  more cruising speed (not even sure what cruising speed is)

Air Group Mod 2 - Gives 15% more health to DB and TBs

 

any suggestions?

5% faster or 15% more health, I would definitely choose AGM2
