 I am not sure if people actually understand what goes into re-starting/maintenance on servers of this size. There are syncs/refreshes/etc that act upon each other and may require more than one restart. Think about how long it takes to restart your home computer, while the time is say 13 seconds now think of industrial servers updating. Opening the floodgates to receive new connections, has a tendency to put small loads on the servers, add the fact that 1000+ people are hitting that connect button at the same time.... There is a lot more to these server updates then you think.
