Commander skills for tier 1-3 cruisers

 My mind must be playing tricks with me. I could of swore there was a +20% increase

in gun range that some of the cruisers could get.

 

  Did it change or am I loosing my mind?

AFT, or advanced firing training. It only counts for guns 139mm and lower.

 I went back and checked it's gone now.

I was certain the Blackswan, guns 102 mm and, the Orlan, guns 130 mm, had the commander skill for 20% in gun range.

It's gone know.

Not there for the Hashdate, 120 mm guns and the Hermelin, 128 mm guns.

Advanced Firing Training is right where it's always been - tier 4 - and still affects <=139mm main battery guns.  My Warspite's captain (with AFT) does affect the Black Swan's 102mm guns, albeit because I haven't retrained him to Black Swan (why would I?) he only gives the "untrained" 10% (half of the usual 20%) instead of the full bonus.
