Individuals that provide information reasonably determined by Sponsor (in its sole discretion) to be incomplete, false or deceptive, will be ineligible to participate or (if they have already participated) to win the Sweepstakes. 5.How to Enter To enter, an eligible individual must meet the Entry Criteria from Detailed Rules and enter during the Entry Period. 6.Entrant’s Certification as to His/Her Entry By entering, each entrant represents and warrants that his/her entry (and each element thereof): (i) complies with these Official Rules, and End User License Agreements applicable to Sponsor games themselves, and the Terms of Use of Sponsor’s Website; (ii) are true, accurate and correct. Entrant acknowledges and agrees that Sponsor reserves the right to disqualify any entries that, in Sponsor’s sole discretion, (a) include trademarks, logos, or copyrighted material not owned by entrant or used without permission (such as company names, music, photographs, works of art or images published on or in websites, television, movies or other media); (b) refer to public figures; © contain vulgar language, profanity, sexual content, content promoting the use of tobacco, alcohol, illegal drugs, firearms or weapons, content expressing or fomenting hate of any kind (including racism or sexism), content that promotes violence or harm to other living creatures, or any other offensive, obscene or inappropriate content; (d) promote a political agenda regardless of the political affiliation and regardless of Sponsor’s treatment of other entries that may or may not promote a political agenda; (e) misrepresent, defame or contain disparaging remarks about other people or companies; or (f) contain materials embodying the names, likenesses, photographs or other identifying elements of any person, living or dead, without submitted express written permission. 7.Receiving a Sweepstakes Prize Each entry received by one or more of the permissible entry methods will remain in a prize eligible pool until the end of the Sweepstakes. From this pool the Sponsor will select winners of Prizes on the dates indicated in the Detailed Rules. Winners will be notified by the method identified in the Detailed Rules. The potential Prize winner may be required to sign the following documents (the “Prize Claim Documents”) and return them via facsimile or email (by .pdf file attachment) within five (5) days of attempted notification (and subsequently return the original, unmodified, executed documents by mail to Sponsor’s address set forth above) [1]: (i) a W9 tax form; (ii) an Affidavit of Eligibility and Liability Waiver; and (iii) where lawful, a Personal Release. Sponsor reserves the right to substitute prizes for a less valuable prize upon the request of the participant. If the potential Prize winner is a USA resident under 18 years of age (if applicable) (or under the age of majority in his/her state of residence), the Prize Claim Documents must be signed by the potential Prize winner’s parent or legal guardian. If the Prize Claim Documents sent to the potential Prize winner by any means are returned as undeliverable, or if the potential Prize winner fails or refuses to properly sign and return all Prize Claim Documents within the above-stated time period, or if the potential Prize winner (and/or his/her entry content) is determined by Sponsor (in Sponsor’s sole discretion) to be ineligible or not in compliance with these Official Rules, the potential Prize winner will be disqualified and alternative entry will be selected as the potential Prize winner. In the event that a randomly-selected winner declines his or her prize for any reason, including to accept a prize of lesser value, the Sponsor may select any entry from the Sweepstakes in its sole discretion, (each an “Alternative Entrant”) and offer the declined prize to that Alternative Entrant, in each case in Sponsor’s sole discretion. At the end of the Sweepstakes, in Sponsor’s sole discretion, all Entry-related materials may remain posted and available for viewing on Sponsor’s website. If required, Entrant hereby grants to Sponsor a perpetual, irrevocable license to use and display the contents of any entry materials for commercial or non-commercial purposes. 8.Administration of the Sweepstakes The Sweepstakes Administration will be as set forth in the Detailed Rules. 9.Permissions Entrant grants Sponsor and its partners the right to use his or her names and certain personal information they communicate to Sponsor or its partners in Sponsor’s business and marketing efforts. Specifically, by entering this Sweepstakes, each entrant grants to Sponsor and its licensees (if any) the irrevocable, perpetual, royalty-free, non-exclusive, transferable and sublicenseable right and license to use, display, copy, edit, modify, create derivative works of, publish, distribute and otherwise exploit the content of, and elements embodied in, his/her entries in any and all media, including but not limited to digital and electronic media, audio and audiovisual media (whether now existing or hereafter devised), in any language, throughout the world, in any broadcast outlet and in any manner, for trade, advertising, promotional, commercial, or any other purposes without further approval or consideration. 10.Grant of Rights with respect to Entrants By entering this Sweepstakes, each entrant grants Sponsor and its licensees the right to use the Entrant’s name, image, likeness, voice, photograph, statements and/or Prize information, and/or any portion of any of the foregoing, for promotional, advertising and/or publicity purposes in any media, now or hereafter known, throughout the world and in perpetuity, without compensation or notice to, or further consent of, the Entrant, to the extent permitted by law. 11.Waiver and Release of Liability by Entrants By entering this Sweepstakes, each entrant, on behalf of himself/herself and his/her heirs, successors, assigns, agents and representatives, and without further compensation of any kind, waives and releases the Sponsor Agents, and each of their successor and assigns, from any and all claims that he/she may now or hereafter have in any jurisdiction based on “moral rights” or unfair competition with respect to Sponsor’s and/or Sponsor’s licensees’ exploitation of Entries or entry materials, and each entrant agrees not to instigate, support, maintain, or authorize any action, claim, or lawsuit against any Sponsor Agents, any of their heirs, successors, assigns, agents and representatives, or any other person, in connection with this Sweepstakes, the award, acceptance, possession, use or misuse of the Prize and/or on the grounds that any use of any user-generated content, or any derivative works thereof, infringes or violates any rights of entrant therein. General Provisions   1.01. In order to register, players must be thirteen (13) years of age or older, and are allowed only one account registered per server. All players are solely responsible for their behavior in both public and battle chat. Excessive profanity and inappropriate language is not welcome. It is suggested to ensure that the censor filter is switched on. The censor filter is not an excuse to break the existing game and chat rules, and excessive profanity will still be sanctioned.   2.02. Typing in such a way to bypass the censor filter is prohibited.   2.03. Insults, personal attacks, abuse or harassment are not tolerated on any level.   2.04. Derogatory comments based on race, nationality, religion, culture, sex, or sexual preference are prohibited.   2.05. Allusion of racial or national supremacy, as well as discriminative propaganda on any level is prohibited.   2.06. Spamming or posting nonsensical messages is prohibited in the game and battle chats. This also includes excessive use of caps, as well as excessive posting of battle results.   2.07. Begging/Soliciting in any form is prohibited in all game chats and channels. Begging/Soliciting includes but is not limited to: requesting users to transfer real money to the virtual wallet, asking for additional credits, and requests to transfer game gold.   2.08. All types of ads for sale, exchange, or other options for the transfer of accounts from one user to another violate EULA and are prohibited in all game chats and channels.   2.09. Distribution of user’s personal information without their consent is prohibited.   2.10. Slandering users or posting false information about users in all game chats and channels is prohibited.   2.11. Attempting to extort information from users, including information necessary for the use of their account is prohibited.   2.12. Discussion on, or linking to illegal activities, such as illicit drugs, is prohibited. This includes but is not limited to the linking of, or discussion on, websites dedicated to vulgar, racist, abusive, illegal, or any other content prohibited by the EULA, or linking to the resources that contain such advertisement or content.   2.13. Discussion on, or linking to unreleased content, cheats, hacks, Trojan horses, or malicious programs is prohibited. If you suspect that a cheat or hack exists or have any other problems or concerns on these topics, provide the necessary information to technical support.   2.14. Discussion on, advertising of, or linking to websites, in relation to the selling of gold, credits, promotional codes, leveling services, or game accounts is prohibited.   2.15. Threats of destroying allied player vehicles as well as the threats of disclosure of ally positions to enemies, regardless of whether the threat was carried out, or not, are prohibited.   2.16. Death threats and other threats of violence in real life, directed either against individual users, game masters or administration of the project, are prohibited.   2.17. All types of advertising messages are prohibited in general and battle chats. With the exception that WOT related advertising such as platoon forming, company recruiting, clan recruiting is permitted with the following restrictions. It may contain no more than three (3) lines on a standard chat window, and be posted no more than once every 15 minutes within the garage chats or once per game in battle   2.18. Mentioning and discussing of other games is permitted, but it should be discontinued if the character of the discussion turns into at a direct promotion of another gaming project.   2.19. Discussion of social, religious, political, illegal or other controversial topics that may create offense is prohibited. This includes but is not limited to negative portrayal of religious and political figures is prohibited.   2.20. Discussion of decisions or sanctions made by Game Masters or Administration in all game chats and channels is prohibited.   2.21. Any kind of provocations for other players to violate the EULA as well as additions to it is strictly prohibited.   2.22. Any statements or other actions that violate any applicable laws or regulations are strictly prohibited and will be strongly suppressed.   2.23. Any attempt to create nicknames, groups, or organized communities of players associated in any fashion with organizations which violate any applicable laws or regulations is prohibited. This includes but not limited to, direct or indirect references to Nazi symbols, abbreviations and well known leaders.   2.24. The use of copyrighted, trademarked, patented, classified, or restricted material or information and the violation of any rights of any party, including rights of privacy or publicity is prohibited.   3. Names (Players and Clans), Avatars, Images/Video, Signatures & Clan logos Please note that in certain Games clans are not available.   Certain content for names, avatars, images/video, signatures & clan logos, have no place on the forums or within the Game, due to their extremely offensive, annoying or inappropriate nature. Written by Douglas Adams an Englishman.... SO ROYAL NAVY BATTLESHIPS CONFIRMED! 

 

No but seriously on NA server the cruiser population is still pretty abysmal at high tiers though the deck armor fixes really helped out. But against pretty much any battleship you are gonna get lol penned (or peppered to death by the tirpitz & bismark) if trying to provide close support for AA protection for a pushing BB.  Torpedo protection is rather abysmal as is speed & turning for playing the hunter killer role against DDs, the worst cases still being in the US line. 

 

With high tier US Cruisers, the large silhouette, relatively inconsequential armor (against mostly 16 inch guns) lack of torps (meaning nothing to stop a BB from chasing you down or pushing on you). Also how about a reversal on the nerf to US Cruiser Shell velocity given the current meta?

 

When WOWS first went live BBs could barely hit Cruisers, given their accuracy, none had hydro, meanwhile a cruiser could stroll on up and fight in close against battleships, using all it's weapons. Naturally this meant Battleships were on fire a LOT (when they weren't getting regularly torpedoed by carriers and destroyers). The response was to lower the shell velocity which meant giving battleships and destroyers a greater ability to avoid incoming fire. Now however you've got skill sets which BB captains can take that limit fire damage, a great abundance of smoke for destroyers to hide in, and abilities that increase the recharge of damage control abilities, etc. 

 

In new ships you have, for the most, not hindered them with  the weaknesses ininherent to the US cruiser line. I know these mechanics are present on US BBs but it is uncommon to see BBs other than say the Scharnhorst switch to HE and I'm also aware that the french have a slight difference in HE and AP. I am aware that the tier 9 and 10 Royal Navy cruisers have low shell velocity but they make up for it sheer volume. So how about removing the nerfs and buffing the first lines you put in the game? 

 

To illustrate the point:

Russian cruisers: 

Moskova (tier 10): 985 m/s Dif to tier 9 US: +162 HE, +223 AP

Dmitri Donskoi Tier 9 920 Dif to Tier 9 US: +97 HE, 158 AP 
Mikhail Kutuzov 950 Diff to Tier 8 US: 127 faster for HE, 97 AP 
Chapayev 950 Diff to Tier 8 US: 127 faster for HE, 97 AP
Shell velocity consistent between HE and AP tiers 8 & 9 armed with 8 km torpedo with speeds of 55, 65, and 60 respectively. Kutozov & Chapayev both benefit from IFHE which shows diminishing returns against most battleship and cruiser targets with greater than 32mm of deck armor. 

 

 

German

Hindenburg, Roon, Admiral Hipper, and Prince Prinz Eugen all carry 8" guns with a 925 m/s shell velocity which is 102 m/s faster than the US HE shell and 163 m/s faster than the tier 9 and 10 top AP shell, 72 m/s faster than the tier 8 AP shell, plus self defense torpedoes, hydro, good AAA, & good citdeal armor characteristics. Their only major draw back is the location of their turrets. However with 3 tiers all using the same shell velocity target lead becomes intuitive.   

 

Japanese

With a national trait of great HE the Japanese cruisers with their numerous guns are truly able to capitalize this skill unfortunately this means going broadside which results in the mid tiers getting nuked from the increasingly accurate battleships. One could argue that these too suffer from lowered shell velocity though the extra 1100 damage per HE shell vs US cruisers could be related to this. 

 

Zao is an outlier with the japanese cruisers in that she has a 920 m/s shell velocity, +97  m/s HE and +158 faster firing HE. Armed with torpedoes and relatively good stats overall even Sub Octavian has said that the stealth fire didn't significantly affect her overall battle performance
Ibuki, Atago, Takao, Mogami all have 840 m/s which is 17 m/s faster than the US HE and +78 faster using AP. I'd argue that these ships could also use a buff to their shell performance. 

 

The brits? 1 m/s faster at tier 9 on AP, no HE though again with the fire mitigation and damage control skills I'd say that warrents reconsideration as well.

 

French: 

Henri IV: Biggest guns of any tier X cruiser, 845 m/s with a 22% fire chance on AP AND the hardest hitting AP cruiser round in the game +22 on HE with a massive 6200 AP that flies 76 faster

Tier 9: 876 HE, 845 AP so +53 HE and +78 aginst the US line and 36 and 5 ms better than the Japanese

 

Why keep the torpedo lacking US ships shell velocities so low? To off set their "high" rate of fire?  The Japanese cruisers can mostly be seen in the same light as their torpedo arcs are so limited it's pretty obvious when they are dropping them. 

 

Finally how did you all pick these national traits? 

Japanese, the nation who gets the yamato, are the first to unlock 8" guns on their cruisers, have until recently been considered the DDs least capable of being in a gun fight also get the high HE? With their torpedo focus on their ships a torpedo oriented skill would have made more sense.  

The US line who's shells are slow as hell have the AP pen advantage, which for all but BBs is pretty lack luster. BUT who were excelled at utilizing radar and one could argue that the US won the battle of surigao strait due to their use of radar, and the Washington nailed a japanese BB at night at 9000 yards and escape undetected. 

Germans whose guns are good but whose battleships from tier 6-8 (representing 4 battleships) are all firing the same cannon (which is pretty inaccurate), and is lower calibur starting at tier 7 than any of their counterpart. Oh and also they get good hydro acostic which just seems ironic as they were known for their subs which would be more likely to run from hydro. 

The Soviet Navy: Radar, Why? Their most known role was convoy protection so I'd think sonar would suit them best. 

UK no complaints that was done for a balance reason. 

France: Speed? because you need to balance the high speed russian DDs?

I  understand its labeled as a MMO and not a simulator but this whole "point, click and repeat" is getting old it literally takes no skill to play anymore... I've been with this game since closed beta an it just keeps going away from where i thought it was going like how WoT...... Doubt any DEVs or GM will respond but figured Id try

My question is very simple and I don't think would be all that difficult to implement.

 

Why is we can have up to 8 signals for each ship, but you can only have 1 Flag?

I'd love to be able to fly my Military Flag as well as say the new Elements Flag from this past event.  However, since I can only fly one, I'm not giving up extra bonus Exp just for something "pretty". We should be able to fly the same amount of flags as we do Signals, there's plenty of room for them on the ships designs. Other wise, they are just taking up room in my inventory.

We had limited Ammo in early Alpha. when you Ran out of ammo it was boring and sucked hard! As for Fuel,WG has never had fuel limits in any of their games because it would be stupid to limit movement!:sceptic:

Since, esp at lower tiers their can be 2 CVs on a team, can there be 2 CVs in a division? It would be more fun to CV with a friend than a stranger.

Have you ever considered making the Admiral Hipper worth playing, or are you content with its current state as a pointless piece of blandness?

 

Also, I've noticed that in some games you are able to do fun and interesting things, but other games have carriers in them to sponge up all the fun. Any plans on fixing that?

Please, make +/-1 tier for all tiers. It's very painful to fight on Independence against Tirpitz and North Carolina or on Ognevoi against Khabarovsk

 

never going to happen, be thankfull WG aren't still using the 3 tier spread! use better tactics and you won't have as many issues!:look:

Because they do not put an option to be able to mount more than 1 commemorative flag, that are at least 6 but that only applies for flags that do not grant any benefit since many have more than 10 flags and we can only use 1 and thus who we buy the flag that Help the military? I would say it would be good to increase the capacity of commemorative flags.

Why can t the devs and WOWS(WG) fix the carrier mini map so it rotates your carrier to the bottom LIKE EVERY OTHER MAP.

not the shift map which rotates just fine, but the main game amp which causes you to think backwards 50% of the games.

Here is my questions to the devs:

 

-Why don't give the battleships repair ability to all the ships?

 

-There is too much micro management in higher tiers carriers, Can the devs consider to add the following shortcuts? control + F select all fighters , control + B select all bombers , control + T select all torpedoes.

 

-Can the devs consider to remove strafe hability and instead just give the option the fighters to strafe ships? No alt key needed , just point and click. This could reduce the AA on the target ship.

 

- Why don't buff a little the japanese DDs guns to compensate the many nerfs they had with the torpedoes?

 

- If the devs are making the russian DDs line playing like mini cruisers HE spammers why don't give them the rudder shift time of a cruiser? Don't you think they are something OP?

 

- What is the problem with the WG design team when they made the hull upgrade in the Emile Bertin? They didn't noticed that the AA gun in the B turret is blocking the view from the bridge?

 

- Can the devs consider to give the Gneisenau the 280mm triple turrets in the stock configuration?

 

- German tech tree option A - Can the devs consider to replace the Nurnberg at tier 6 for the Deutschland? Making the Nurnberg a new premium ship?

- German tech tree option B - Can the devs consider to implement the Deutschland as a ships connecting the german cruiser and Battleship line  at tier 6? The same way the Kv13 does in WOT?

In a serious line of questions though, will you guys be adding in a chat filter system so we see less in game reports and less foul language.  It just needs to be done, yea I've asked for it before, others don't want it so there's a mixed reaction.  Swearing hear and there I don't mind.  But the aggressive and abusiveness in games has got to stop.  People think that a chat ban is not a big deal anymore, wargaming staff and support staff need to start making it a big deal.  I see more violations daily.  I submit in tickets on a daily basis if it's too vulgar.  Even if a request like this is made in the forums it is met with harsh and negative consequences of abuse on the forums.  They all know what they are doing is wrong and I rarely see anything done about it.  I figured I would ask this for a final time since this is developer Q and A.  It doesn't need to become like the World Of Tanks chat box.  But the abusive players have got to go.  No Ifs and or butts about it.  If they've spent money in the game then oh well that's not your problem wargaming it's theirs.  They've GOT to go.

 

+1  I agree.  Find the abuse in chat is getting a lot worse.

A: That's just one kind of non-damaging penetration, in addition to hitting a part of the ship with zero HP, for instance. They happen so often that a ribbon every time would crowd the interface.

However, we get that these penetrations can frustrate players. We’ll do our best to solve this problem.

Q: Will the matchmaking system ever take skill level into account, on top of ship class and tier?

A: We’ll probably try this for Clan vs. Clan battles. It’s not a good idea for the Random matchmaker, since it would result in everyone’s win-rate evening out to around 50%.

A: We aren’t planning on it. We get that it's hard to play against a ship of higher tier of the same class but, between classes, the difference is much softer. Destroyers are still dangerous for any battleship, cruisers dangerous or any destroyer, battleships for any cruiser, etc.

Q: Why is there a new Premium carrier vessel coming (Kaga) when carrier gameplay is still being fixed?

A: We did some carrier improvements and fixed some annoying problems. Meanwhile, the community has long requested a Japanese carrier. There’s nothing in the current gameplay environment prevent effective play with Kaga. She’ll also be fine with any future changes.

Q: The consumable for spotting aircraft seems kinda unbalanced in terms of flight time and cooldown. Why does it have such a short flight time in relation to catapult fighters, and why such a long reload?

A: The flight time of a catapult fighter is 90 seconds for battleships and 360 for carriers. Spotting aircraft have 100 seconds on all ships except Perth.

Spotters are good for finishing off enemies just out of normal range, or getting enemies behind islands, or spotting torpedoes, or more precise shooting at ships hiding in smoke. The current flight time is more than enough for these tasks and we don’t want the game to revolve around this consumable with long-range shooting.

Q: Are there any plans to add trainable crew to a ship, such as a Chief Engineer or Tactical Officer?

A: Not right now. A one-unit crew (the Commander) is easy to manage. Plus, Commander Skills represent the abilities of the entire crew on top of the Commander’s individual abilities.

Q: What’s the status of Clan play in the game?

A: In active development! We’ve got some interesting stuff coming later this year.

Q: Would you consider holding a map design contest for players?

A: We already had a contest and liked it! There were lots of great entries. We might do it again in the future.

Q: What is taking so long to design/engineer endgame content?

A: Developing such content takes time. We introduced Campaigns a while back, and we’re bringing in Collections with Update 0.6.5. Plus, we’ve got a surprise or two coming up…

Q: Can we please have those Iowa/Montana/Missouri citadel corrections that were promised for 0.6.3?

A: This correction requires more than one or two updates. It requires lots of testing because changing the ship layout is different than changing a couple of stats like concealment or rate-of-fire. At this point, that correction is ready for release in 0.6.6.

Q: Any chance of getting a slight improvement to Gneisenau's main gun dispersion? With only 6 guns, it gets very annoying when a single turret shoots its shells at opposite ends of a broadside target.

A: Gneisenau has great AA, good secondaries, torpedoes and a well-protected citadel. With such set of merits, having less-than-ideal guns is justified. Gneisenau is well-balanced compared to Nagato and Colorado, which have powerful main guns.

Q: Why can carriers only fly four signal flags when every other class can fly eight?

A: The main reasons were problems with signal placement on some carriers and some balance concerns. We’re thinking about changing this, but have no specific plans yet.

Q: Why does the matchmaker emphasize battles with the maximum tier spread?

A: The matchmaker’s main goal is to produce good matches as fast as possible. The number of players within different tiers is determined by when they click the “Battle!” button.

Q: Will giving unique consumables to new ship lines be an ongoing trend?

A: Not necessarily. Consumables are only one of the possible options we can use to give a new line a unique feel.
