It's because you have a French cruiser in port. They are ghost ships that no one will bother to use save the tier 10.

The tier 5 is a very fun little ship. Seems quite good too.

The same ghosts that man the AAA on each ship or run (float) around to put out fires or reload torpedoes. :)

I was kidding folks calm down. I just remember most of the early reviews said that the entire line wasn't worth it.
