IFHE does not work with secondaries atm. But the devs have said they hope to make it so it does work with them in the future.

I thought they patched that in not long ago along with having adrenaline rush affect secondaries?

Maybe they did. But according to Flamu about his video about ifhe which he cited his interview with Sub, they don't affect secondaries yet. Or maybe I just misunderstood both.

IFHE does apply to secondaries. There's a video somewhere testing GK secondaries with and without IFHE against a bow on Yamato in the testing room (and yes, IFHE secondaries could pen the bow but the non-IFHE secondaries could not).
