Clarification requested: Victor Lima signal flags

I have a question about the Victor Lima signal flag.

 

In game, under the signals tab, it states "+1% chance for fire from..... +0.5% chance for fire from.... +4% to chance of causing flooding"

In the guide in worldofwarships.com, it stats "Slightly increases the chances of flooding an enemy ship or setting it on fire."

 

However, in the wargaming.net wiki, it stats "+1% chance for fire.......+4% chance of flooding (against your ship)."

 

I used to believe it was the former, but now I think the wiki is how the signal actually works.

 

Which one is it really?

That's the other one. He's asking about the Witherer flag, which is bonus fire and flood chance with no detonation penalty
