Was hiding in that little strait where I torped a Wyoming from full HP. However, I didn't get the Devastating Strike medal. The Izyaslav, which got me, got devastating strike.

Whut?

This has happened with other people before, like with Eurobeat's latest episode.

Best guess, he was lower than 50% when they hit, or it was a flood tick that killed him right after

Submit ticket to WG. It's an honorable achievement, so probably won't matter.

Took less than 5 seconds altogether for the torps to hit, counting down when the first one hit?

Total damage in that salvo must be equal to at least 40% of target's total HP.

I'm sure this is related to the bug that others talk about where another ship gets credited with your kill.  Weird timing with death, or maybe even precedence might cause this.  For instance, I've gotten a lot of kills credited for having one fire on a ship when my teammate is the one who did 99% of the damage to the ship.  This is cause, between the milliseconds of salvos of rounds... the fire took its tick of health away killing the ship.
